치안산업 진흥법의 필요성과 정책방향 연구

A Study on the Necessity of the Policing Industry Promotion Act and Policy Direction

최근 4차 산업혁명 시대가 도래하면서 IT 기술을 이용한 신종 범죄들의 위협이 증대되고 있다. 이는 국민들의 높은 범죄두려움과 안전욕구는 증가로 이어지고 있으나 기존 경찰인력 중심의 치안활동은 이러한 수요를 충족시키기에는 한계가 존재한다. 따라서 경찰은 치안환경 변화에 따른 새로운 대안책을 요구받고 있으며, 그 해결방안으로 치안분야 과학기술 연구개발(R&D)과 관련 산업의 육성이 주목 받고 있다. 하지만, 정부투자 중심의 치안분야 과학기술 연구개발이 산업의 영역으로 확산되기 위해서는 국가차원의 지원이 요구된다. 관련 논의로 이 연구에서는 치안산업 진흥법의 필요성을 치안산업의 전망과 현황검토를 통해 도출하고, 바람직한 정책의 방향을 검토하고자 하였다. 구체적으로 이 연구에서 제안하는 바는 다음과 같다. ① 기본계획과 시행계획의 수립, ② 치안산업 기반조성을 위한 노력(전문인력 양성, 치안장비 등의 표준화, 치안장비보급의 확대, 치안산업의 부문별 활성화 지원, 세제·금융지원, 치안산업진흥원 설립), ③ 치안산업의 활성화 전략수립(치안산업의 창업 지원, 치안기술의 사업화 지원), ④ 관련 산업 정보관리와 국제협력(치안산업에 관한 통계조사, 치안사업자의 신고와 정보관리, 해외진출 지원 및 국제협력, 해외 우수 기술인력과 연구기관 유치) 등이 그것이다. 이 연구의 결과는 우리나라의 치안산업을 활성화하고 효율적으로 관리할 수 있는 가칭 「치안산업의 진흥에 관한 법률」 제정의 방향을 제시해 주는 지표가 될 수 있을 것으로 기대한다.

The advent of the 4th Industrial Revolution has brought increased danger of new, IT-based crimes. Citizens’ fear of crime and safety needs are accordingly increasing, yet conventional security activities centered around the police may not be enough to cope with this new threat. The police therefore has invested much energy into the R&D of the security industry. However, in order to spread the R&D of the security industry centered on government investment into the field of industry, national support is required. So the purpose of this study is to explore the necessity of The Policing Industry Promotion Act through the prospect and review status of the Policing Industry and to examine the desirable direction of policy. Based on these, the content of the aforementioned policy will be examined. In this study, we propose the following. ① establishment of basic and implementation plans, ② efforts to create a foundation for the policing industry (cultivation of professional human resources, standardization of policing equipment, expansion of distribution of policing equipment, support for revitalization of policing industry by sector, tax and financial support, the Policing Industry Promotion Agency), ③ establish strategy to revitalize the policing industry(support for start-up in policing industry, support for commercialization of policing technology), ④ policing industry information management and international cooperation(reporting by policing business owners, management of information on policing industry, statistical research of policing industry, support for international cooperation and overseas expansion, promotion of utilization of excellent overseas technical human resources and R&D institutions). Therefore, the results of this study will hopefully inform the legislation of 「The Policing Industry Promotion Act」that will efficiently manage and invigorate the national security industry.
