노인복지관의 윤리경영 실천이 재정투명성에 미치는 영향:

A Study on the Correlation between the Ethical Management and its Impact on Financial Transparency: With Special Reference to the Effects of Organizational Climate in Senior Welfare Centers

본 연구는 노인복지관 윤리경영이 재정투명성에 미치는데 있어 조직풍토의 매개효과를 살펴보고자 하였다. 본 연구를 위해 2016년 3월~5월까지 전국 246개 노인복지관을 대상으로 총 1,230부의 설문지가 배포되었고(사전조사 각각 5부 포함), 해당기관 1년 이상 근무한 경험이 있는 사회복지사 및 근무자 5명 이내에게 응답하여 줄 것을 요청하였다. 최종796명을 대상으로 조직단위의 평균값 산출을 통해 215개 기관으로 재구성되어 분석에 사용되었다. 본 연구모형의 검증 결과, 윤리경영의 하위요인인 기관의 윤리 원칙 및 전략, 기관의 이용자 권리인식수준이 높을수록 재정투명성에 높아지는 것으로 나타났다. 반면 기관의 윤리적 인프라가 갖추어질수록 재정투명성은 낮아지는 것으로 나타났다. 즉 윤리경영이 모두 재정투명성에 긍정적인 영향을 미치는 것이 아니라는 것이다. 그러나 윤리적 인프라는 조직풍토의 슈퍼비전과 자율성 풍토에 직접, 정적 영향을 미치며, 슈퍼비전과 자율성은 재정 직접, 정적 영향을 미치는 것으로 나타났으며, Sobel-test결과 조직풍토의 매개효과가 유의미한 것으로 나타났다. 결과적으로 사회복지협의회, 노인복지관협회 등에 소속된 사회복지기관과 시설에 영향을 미칠 수 있도록 협회의 윤리경영 실천(보급, 연수활동)이 요구되며, 조직풍토의 중요성을 감안하여 조직풍토의 관리를 통해 기관의 재정투명성을 확보하고, 나아가 사회복지기관을 대상으로 한 인증제를 통해 신뢰성을 높이는 것이 중요하다.

This study is designed to closely examine how ethical management impacts on financial transparency. To get into a point, the study focused on importance of working environment and its impact on financial clarity in accordance with a mediative effect of organizational climate. For this research, question sheets accompanied 5 copies are transmitted to 246 facilities, from which around 1230 questionnaires in total selected for a feasibility study. The survey was asked for 5 staffs who is currently working in welfare center with 1 year-and-more experience in related area to be responded. Finally 796 of all respondents were collected for the mean value calculation and sent out to 215 local welfare centers for specific classification. As a finding, a fact was found that the users’ recognition on ethical management is higher, the financial transparency is also clearer. On the contrary, the facility’s ethical infrastructure is equipped higher, the financial clarity is lower relatively. Another finding says that the ethical infrastructure gives a direct-and-positive impact on supervision of the organization, at the same time by means of sobel-test, it significantly shows us that supervision and autonomy of the organizations also directly gives positive impact on clear budget administration. So as to speak, with ethical infrastructure of senior welfare center, enhancing the positive impact of organizational climate is the best way to clarify financial operation even to the sub-factors of ethical leadership. On these findings, the study came up with four possible alternatives. First is to strengthen the ethical management in every welfare centers. Second is all the social work association, senior centers alike to practise continuous education and training. Third is to intensify and keep the organizational working mood smooth that all the facilities nationwide come higher in terms of financial clarity accordingly. Finally, the study strongly suggested an introduction of certification system drawing the institutional credit out of within and outside as well.
