A Critical Study on the Improvement Measures for the Safety Management of Descending Facility Leisure Sports

People enjoying various leisure sports have been dramatically increasing since South Korea introduced the five-day workweek system. Nowadays, there are more than forty million people who participate in the leisure activities with about 60 different kinds of items from ground, water and avian sectors. In addition, it is assumed that over 130 thousands of personnel have been hired at about fifteen thousands of related business units. Whilst the water surface leisure sports are controlled and operated by 「Water-related Leisure Activities Safety Act」, underwater leisure sports are under 「Legislation on Underwater Leisure Activities, Its Activation and Etc.」, and the avian leisure sports are under 「Aviation Safety Act」, but, in case of the ground leisure sports, it actually stays under blind spots of its accidents because no specified relevant regulations have been established yet. This study reveals such problems by analyzing each field, relevant safety inspection records for descending equipment and facilities in Korean domestic and types of accidents reported from both domestically and internationally regarding descending facilities and equipment known as high risk out of all the ground leisure sports. In addition, the study suggested directions through findings from survey result analysis, hygiene sector, operating sector, equipment and facilities sector at a deepened stage. Improvement plans of the problems are the safety of the user, implementation of the system verification of the operators, the national assistance for small business owners and the national management system should be run. We expect that it will be gradually effective in case we reflect them to the stage of relevant law establishment such as causal factors and countermeasures including rational operating of its personnel, their familiarity on manual and safety training, making sure the users’ safety when using it and systemic building up the database from the relevant government bodies.
