중국의 식품안전관리제도에 관한 연구

A Study on the Food Safety Control System in China

중국은 증가하고 있는 식품안전위험에 대비하기 위하여 식품안전법의 제정 및 개정을 통하여 새로운 식품안전관리제도 확립하였다. 이에 따라 중국의 식품안전관리제도는 위생관리 중심에서 안전관리중심으로 변화되었고, 그동안 나타났던 산업발전과 과학적 변화를 반영하는 식품안전관리제도를 확립하였다. 그리고 식품안전 관련기구의 통합을 통해 CFDA를 창설 하여 식품안전관리의 전문성을 제고하였으며 식품안전관련 표준의 통합을 통해 식품안전관리의 효율화를 추구하였다. 본 연구에서는 변화된 중국의 식품안전관리제도를 ① 식품생산경영자의 안전관리책임 및현급이상 지방정부의 식품안전에 대한 관리감독 기능 강화, ② 식품안전위험평가제도 및 식품검사제도의 확립, ③ 식품의 수출입에 대한 관리 감독 강화와 법률책임 강화 등을 통한 식품사고처리 강화 등의 차원에서 분석하였다. 앞의 분석을 통하여 본 연구에서는 변화된 중국의 식품안전관리제도에서 발생할 수 있는 문제점을 2가지로 제시하고 이에 대한 대안을 제시하였다. 본 연구에서는 변화된 식품안전관 리제도의 핵심 실무 및 집행 주체라고 할 수 있는 지방정부의 행정부문에서 발생할 수 있는 문제점을 제시하고 지역식품안전 관리강화를 위한 전문 행정인력의 채용확대나 또는 관련 직무 및 직책 교육의 강화를 통한 지방행정부문의 능력 제고를 제시하였다. 그리고 본 연구에 서는 현행 중국의 식품안전관리제도의 식품안전을 보장하는 부분에서 선진제도에 비해 부족 함을 제시하고 향후의 제도개선에서는 예방과 위험평가가 중심이 된 식품안전관리제도로 제도개혁이 필요함을 제시하였다.

Purpose : This paper is to study the characteristics, main contents, problems, countermeasures of change in Chinese Food Safety Control Systems. Research design, data, methodology : This paper uses the literature research to other studies on the China’s ‘Food Safety Act’ Result : The food safety control system of China has changed from the control system focused on hygiene management to the control system focused on hygiene management. Chinese food safety control system is to reflect the industrial development and scientific changes that have occurred in China. Also this system is to strengthen the specialization and the efficiency of food safety control through the integration of related organizations(CFDA) and standards. This paper has found main contents of Chinese food safety control system as following. : ① enhancing the responsibility of the safety to the food maker and manager, and the supervisory and the control of local government, ② establishing of the food safety risk assessment system and the food inspection system, ③ strengthening handling of food accidents and reinforcing control on food exports and imports, etc. Conclusion : This paper identified and proposed two problems and countermeasures of the modified Chinese food safety management system. first, this paper identified some problems of local government administration that may arise in the process of managing and enforcing food safety, proposed countermeasures for this problems. And this study suggested the future system reforms in China should lead to change in the food safety control system, which focused on prevention and food risk assessment
