THAAD Deployment in South Korea and the South Korean-Chinese Political Relationship

한중관계는 고고도미사일방어체계(THAAD, 사드)문제 이전까지는 안정적이었으나 2016년 7월 8일 한국정부가 사드배치를 공식 발표한 후 급속히 악화되었다. 사드배치 결정 후 한중관계 현안이 북한 핵 제재에서 사드배치 문제로 이동했다. 사드배치를 둘러싸고 한·중 양국은 극명한 입장 차이를 보였다. 이 논문은 다음 네 가지 문제제기를 중심으로 사드가 한중관계에 미친 영향과 과제를 설명한다. 첫째, 북핵문제와 통일정책에서 한국과 중국의 입장은 어떻게 다르고 중국의 역할은 무엇인가? 둘째, 사드배치로 인한 한중갈등의 핵심내용은 무엇인가? 중국이 사드 철수를 주장함에도 불구하고 한국과 관계 개선에 합의한 배경은 무엇인가? 셋째, 동북아지역에서 미국과 중국이 패권경쟁을 하는 상황에서 한국은 어떤 선택을 할 수 있는가? 넷째, 한반도 비핵화와 평화유지를 위해 사드로 인한 한·중 갈등이 남긴 과제는 무엇인가? 한·중 양국이 공동이익을 추구하며 평화롭게 공존하기 위해 위의 다양한 요인들을 고려하며 지혜롭게 대응해야 하는 상황이다.

The China-South Korea relationship was damaged when the ROK government announced on July 8, 2016 that it would deploy the US-led Terminal High Altitude Area Defense (THAAD) antimissile system. This decision shifted the primary issue between the two countries from sanctions against North Korea’s nuclear program to THAAD, the subject of many disputes. This paper examines four elements of the THAAD decision. First, what are South Korean and Chinese perspectives on the North Korean nuclear program and Korean reunification, and how do they differ? How can China play a role? Second, what are key points in the conflict between South Korea and China over THAAD? What led China to oppose THAAD and to normalize relations with South Korea? Third, what options does South Korea have regarding the hegemonic competition between the United States and China in Northeast Asia? Fourth, what lessons does the South Korea-China THAAD conflict have for denuclearization and peace on the Korean peninsula?
