제4차 산업혁명과 시민성

The Fourth Industrial Revolution and Citizenship

시대적 화두인 제4차 산업혁명은 물리학, 디지털, 생물학의 기술적 융합을 특징으로 한다. 이러한 기술적 융합은 사회 전반에 패러다임적 변화를 야기한다. 이러한 변화와 관련해 제4차 산업혁명에 대한 긍정적·부정적인 견해들 모두 민주주의의 강화를 역설하고 있다. 이는 무엇보다 제4차 산업혁명이 권력의 집중을 야기하고 있기 때문이다. 이에 본 논문은 민주주의의 강화를 위한 시민성 즉 제4차 산업혁명 시대에 필요한 시민성에 대해 살펴보고 있다. 사회 전반에 패러다임적 변화를 야기하는 제4차 산업혁명 시대는 그에 맞는 사고의 전환이 필요하다. 이러한 사고의 전환은 민주주의의 원활한 작동을 위한 시민성에도 유효하다. 민주주의 사회에서 시민들이 갖추어야 할 자질인 시민성에 대한 기존의 논의는 자유주의적 그리고 공화주의적 관점에서 제시되어 왔다. 시민성에 대한 사고의 전환과 관련해 본 논문은 공동체 안에서 시민 개개인의 자유를 위한 권리와 의무를 명확하게 제시하기 위해 신공화주의적 관점에서 권리와 의무에 대한 논의의 필요성을 제시하고 있다. 자유주의적 관점에서 중요한 가치인 자유에 대한 사고의 전환과 관련해 본 논문은 자의적 권력의 부재에서 찾을 수 있다는 스키너(Skinner)의 주장에 근거해 정치적 성취를 위한 시민적 덕성으로부터 자유의 의미를 찾고자 하였다. 또한 공화주의적 관점에서 중요시 여기는 의무와 관련해 페팃(Pettit)의 비지배의 자유 개념에서 의무를 위한 법의 준수에서 찾고자 하였다. 이러한 시도는 곧 자의적 권력의 부재와 비지배의 자유를 바탕으로 한 시민성은 권력의 집중으로 인해 야기되는 4차 산업혁명 시대의 문제를 해결하기 위해 필요한 민주주의의 중요한 요소라 할 수 있다.

The Fourth Industrial Revolution, a topic of the times, is characterized by the technological convergence of physics, digital and biology that is laying the foundation for a paradigm shift in society. Both positive and negative views on the Fourth Industrial Revolution emphasize the strengthening of democracy. This is because the Fourth Industrial Revolution is causing a concentration of power. Therefore, this paper examines citizenship for strengthening democracy, and citizenship needed in the fourth industrial revolution era. The paradigmatic changes to be expected from the Fourth Industrial Revolution require a shift of thinking to match them. This transformation of thinking is also valid for citizenship for the smooth functioning of democracy. With regard to the transformation of thinking about citizenship, this paper suggests the need to discuss rights and obligations from a neo-republican perspective in order to articulate the rights and obligations of individual citizens in the community. In relation to the transformation of thinking about freedom, which is an important value from a libertarian point of view, this paper has sought the meaning of freedom from civic virtue for political achievement based on Skinner s argument that it can be found in the absence of arbitrary power. We have also worked Pettit’s view of compliance with the duty of duty in the concept of freedom of non-domination in relation to the obligation of importance from a republican point of view. Such attempts are an important element of democracy needed to solve the problems of the Fourth Industrial Revolution era caused by the concentration of power, based on the absence of arbitrary power and the freedom of non–domination.
