공기업의 경영성과와 청렴도 간의 연관성에 관한 연구

The Study about relations between management achievement of public enterprises and the integrity - focusing on the case of Korail -

본 연구의 목적은 공기업의 경영성과와 청렴도간 연관성에 관한 연구로 경영성과가 청렴도에 미치는 영향에 대하여 한국철도공사를 대상으로 분석하였다. 연구결과 첫째, 정부 경영실적 평가결과는 종합청렴도에 긍정적인 영향을 미치는 것으로 나타났다. 둘째, 높은 부채비율은 종합청렴도에 부정적인 영향을 미치는 것으로 나타났다. 즉 부채비율이 한 단계 증가할수록 종합청렴도에 음(-)의 방향으로 점수가 낮아지는 것으로 나타났다. 셋째, 노사 관계 악화로 인한 파업은 안정된 노사관계로 파업이 일어나지 않았을 때 보다 종합청렴도 에 영향을 미쳐 점수가 낮아지는 것으로 해석되었다. 이와 같은 연구결과는 다음과 같은 시사점을 갖는다. 공기업에 대한 정부 경영실적 평가결과가 낮거나, 과다한 부채비율로 인한 방만경영, 그리고 불안정한 노사관계는 내ㆍ외부의 불신으로 조직의 생명력과 구성원들의 사기를 저하시킨다. 특히 조직 구성원들은 책임성과 공정한 업무처리를 기대하기 힘들며 이로 인하여 부패 행위에 노출되기 쉽다. 결국 종합청렴도 향상이나 청렴한 조직문화 구축은 어느 하나의 요인에 의하여 영향을 받기 보다는 내ㆍ외부 여러 가지 요인에 의하여 영향을 받는다고 할 수 있다.

The purpose of the study is to analyze how management achievement influences the integrity. First, the research shows that the appraisal of management performance by the government influences the total integrity positively. Second, high debt ratio influences the integrity negatively. That is, as the debt ratio goes up, the integrity score goes down. Third, the strike caused by worsened labor-management relations has a negative effect on the total integrity scores, compared with the stable labor-management relations. So, these research results show that the low management scores on the pubic enterprises by the government, lax management caused by excessive debt ratio, and the unstable labor-management relations degrade the vital force of the organization and morale of the members. Especially, the members of the organization cannot be expected to take the responsibility and to do their work fairly, which may lead them to be corrupted easily. Finally, for the improvement of the total integrity or integral organizational culture, it is important to consider many different factors from various angles.
