경찰부패 인식도 연구: 경찰공무원을 중심으로

A study on police corruption of perception index: with focused on police officers

공직부패는 개발연대에서는 순기능의 역할이 용인되었지만 오늘날 그 폐해와 역기능이 심각해 근절대책이 필요하다고 본다. 과거 경찰부패는 하위경찰관들의 일탈에서 비롯되었지만 최근 경찰부패의 특성은 고위경찰간부와 하위경찰관 모두 부패에 연루되어 구조적으로 비리가 만연하고 있다고 본다. 이번 경찰부패 연구는 현직 경찰관들의 부패를 연구하고자 실태분석을 하였다. 이를 위해 필자는 180여명의 현직경찰관들을 조사하였다. 이번 연구는 지난번 시민들 대상으로 조사한 후속연구라고 볼 수 있다. 이를 통해 현직경찰관과 시민들의 부패인식과 원인분석을 강구하고자 한다. 본 연구를 통해 다음과 같은 결론을 요약할 수 있다. 첫 번째는 경찰관의 부패의미기준이 부패인식에 미친 영향을 분석한 결과, 충동성과 금품 수수가 부패인식에 긍정적인 영향을 미친 반면에, 탐욕은 부패인식에 의미 있는 영향을 미치지 못하였다. 두 번째는 개인적 요인이 부패인식에 미친 영향을 분석한 결과, 윤리의식과 충동성이 부패인식에 긍정적인 영향을 미친 반면에, 탐욕과 청렴교육은 부패인식에 의미 있는 영향을 미치지 못하였다. 세 번째는 경찰관의 조직 문화적 요인이 부패인식에 미친 영향을 분석한 결과, 청탁문화는 부패인식에 긍정적인 영향을 미친 반면에, 상납문화는 부패인식에 부정적인 영향을 미쳤다. 또한 알선청탁문화와 관료문화는 부패인식에 의미 있는 영향을 미치지 못하였다. 네 번째로는 법제도적 요인이 부패인식에 미친 영향을 분석한 결과, 경찰처벌수준은 부패 인식에 긍정적인 영향을 미친 반면에, 인사투명성은 부패인식에 부정적인 영향을 미쳤다. 또한 부패통제가능성과 재량권은 부패인식에 의미 있는 영향을 미치지 못하였다.

Police corruption in the past has been attributed to the deviations of the lower police officers, but in recent years, police corruption has been characterized by both senior police officers and subordinate police officers. Police Corruption is involved and structural corruption is rampant Problems. This Study focuses that to make perceptions of peoples towards corrupted cops behaviors according to various situational factors:1) meanings of corruption 2) individual factors 3) socio-organizational factors 3)legal- legislative factors 4)demographic factors. First, the analysis of the influence of police officers perceptions of corruption on corruption perception showed that impulse and bribery positively affected corruption perception, while greed had no significant effect on corruption perception Second, as a result of analyzing the effects of individual factors on perception of corruption, ethics a wareness and impulsiveness positively affected corruption perception, while greed and integrity education did not have a significant effect on corruption perception. Third, as a result of analyzing the influence of police officers organizational cultural factors on perception of corruption, cheating culture had a positive effect on perception of corruption, while negative culture affected negatively on perception of corruption. In addition, the culture of recruitment and bureaucracy did not have a significant effect on the perception of corruption. Fourth, as a result of analyzing the effect of legal institutional factors on perception of corruption, the level of police punishment positively influenced perception of corruption, while human transparency had a negative effect on corruption perception. Also, the possibility of controlling corruption and discretion did not have a significant impact on corruption perception. This Paper focuses on Police officer perception on the police corruption. To conclude, this paper will be perceived police corruption difference between the police and citizen. so we make effective policy agenda and policy making.
