청렴도가 지역소득에 미치는 영향

The Effect of Integrity on Income: Utilizing Cross-Country Panel Data across sixteen Provinces in Korea

16개 광역자치단체들(전북포함)의 2008년부터 2014년까지의 연도별 균형패널자료를 사용하여 주민 1인당 실질소득에 미치는 영향을 합동최소자승법을 사용하여 추정한 결과, 종합 청렴도는 지역소득에 유의수준 α=1%에서 유의한 양(+)의 값을 나타내고 있다. 또한 외부청 렴도도 주민 1인당 실질소득에 유의한 양의 값을 보여주고 있다. 이는 외부청렴도가 높은 지역일수록 주민 1인당 실질소득도 높음을 의미한다. 내부청렴도는 주민 1인당 실질소득에 영향을 미치지 않음을 의미한다. 주민 1인당 실질소득에 대한 정책고객평가의 효과도 중립적인 것으로 나타났다. 또한 모수불안정화 검정결과 전라북도는 전체 광역자치단체의 주민 1인당 실질소득에 대한 청렴도의 효과의 제고에 기여함을 시사한다. 한편 16개 광역자치단 체에 대한 주민 1인당 실질소득의 청렴도 탄력성을 투정한 결과 주민 1인당 실질소득에 탄력적임(민감함)을 나타내고 있다. 16개 광역자치단체의 부패 유형은 대부분 외부청렴도의 세부측정항목인 금품ㆍ향응ㆍ청탁ㆍ알선이다. 이는 청탁금지법(부정청탁 및 금품 등 수수의 금지에 관한 법)이 주민 1인당 실질소득에 대한 청렴도의 효과를 제고시킴을 시사한다.

Utilizing sixteen Metropolitan Cities and Provinces including Jeollabuk-do in 2008-2014, the pooled OLS estimates suggest that both the composite and external indexes are positively and significantly related to per capita real Gross Regional Domestic Product (GRDP); An increase in each of composite and external indexes increases per capita real GRDP. On the contrary, the internal index is insignificantly related to GRDP. These results reflect that the performance of integrity education or the whistleblower protection program should be included in internal integrity evaluation criteria. In addition, the evaluation of policy clients appears to be neutral, since the number of observations is not sufficient. It is also evident from the parameter instability analysis that Jeollabuk-do makes a positive contribution to the effect of integrity on per capita real GRDP. On the other hand, it is shown that per capita real GRDP is elastic, implying that per capita real GRDP is sensitive to integrity changes. On the basis of these results, the Improper Solicitation and Graft Act enhances integrity, which in turn, raises per capita real GRDP.
