참여주체의 관점에서 본 새뜰마을사업의 정책적 함의

The Policy Implications of the SaethulMaul Project in Participants Opinions - Focused on Two Major Cities in Chungcheongbuk-do -

본 연구에서는 현재 국내에서 추진되고 있는 새뜰마을사업에 대하여 해당 사업추진과정에서 발생되고 있는 문제점을 분석하고 정책적 대안을 제시하였다. 이를 위해 충북 청주시와 제천시에서 시행 중인 농촌형과 도시형 새뜰마을사업지를 대상으로 사업참여 주체들에 대한 심층면접을 실시하였다. 본 연구의 성과는 다음과 같다. 먼저 사례조사를 통해 공공의 주민지원 역할 강화, 정책의 시급성과 성과관리 시스템 마련, 단기와 중장기 사업추진계획 수립, 사업성과 활성화와 지역파급을 위한 지원체계 강화 등 정책대안을 제시하였다. 다음으로 새뜰마을사업 추진과정을 단계별로 도식화하고 사업시행과정에서의 문제점과 정책적 개선안을 제시하였다.

In this study, we tried to present the villages of SaethulMaul Project which is currently being promoted in Korea, analyze the problems occurring in the process of the project, and present a policy alternative. For this purpose, indepth interviews were conducted on the participants of the project in rural and urban the villages of SaethulMaul Project in Chungju and Jecheon. Through this, we will strengthen the public support role of the public, the urgency of the policy and the establishment of the performance management system, establishment of short-term and medium and long term business plan, For business performance and activation and regional expansion Strengthening of support system etc. it proposed an alternative policy. Next, the process of grouping the villages of SaethulMaul project was outlined step-by-step and the implementation of the process and the policy improvement alternatives were presented.
