A Research on Making Land Price Table and Specific Land Prices Valuation Process of Vietnam

베트남은 1993년 토지법에 지가를 최초로 도입하여 중앙정부와 성급 인민위원회의 행정결정에 따라 지가를 산정하기 시작하였으나, 그 당시에는 시장가격에 근접한 지가를 산정하지 못하고, 2003년 토지 법 개정을 통해 시장가격에 근접한 지가를 산정하도록 성급 인민위원회에서 지가표를 작성하고 개별지가를 산정하도록 하였으며, 전국적으로 통일된 지가표와 개별지가가 산정되지 않은 이유를 베트남 제도에 대한 분석을 통해 확인할 수 있었다. 베트남의 지가 관련 제도를 검토한 결과 대량 개별지가를 산정하기 위해서는 지가 유사가격권에 따른 지가산정 모형개발과 표준지의 선정, 표준지에 따른 개별지가의 산정, 토지정보시스템 내의 지가데이터의 구축 관리 갱신 및 개발에 대한 규정 제정이 가장 필요하였으며, 우선 지가표와 대량 개별지가 산정을 위한 연속지가도면 작성이 선행되어야 할 것으로 연구되었다.

In 1993, Vietnam adopted a land price table to its land law and started land valuations by a policy-making of the central government and the Council of People s Committee. However, they failed to make the land price table close to its market price. Thus to make the land price table close to its market price, they made the Council of People s Committee to make a land price table and value the each land by an amendment of the land law in 2003. I could confirm that Vietnam still cannot have an unified land price table of the whole country and also value the each land by the analysis. As a result of the study of Vietnam land price table system, it is positively necessary to make a model of lande price table and select Reference Lot by Homogeneous Land Price Areas, to calculate Specific Land Prices by Reference Lot, enact a regulation of construction, management, renewal & development of land price data in a land information system. Above all, the study says that making Land Price Map for Land Price Table and calculation of massive Specific Land Prices must be preceded.
