지적확정지구 주변 도해지역의 수치화 촉진방안에 관한 연구

A Study on the Promotion of Computerization Graphical Cadastral Area around the Cadastral Confirmation District

현재 정부가 추진하는 지적재조사사업과 도해지적 수치화 사업의 실질적인 효과를 극대화하기 위한 실현가능성 높은 구체적인 대안이 요구되고 있다. 따라서 본 연구는 도해지적의 수치지적 전환의 일환으로 지적재조사사업이나 도해지적 수치화 사업과 병행하여 일단의 지역을 토지개발사업 등을 통해 지적확정지구로 등록하는 과정에서 연접한 블록 단위의 도해지역까지 현황측량을 실시하였다. 그리고 그 외곽의 경계점을 세계측지계좌표로 취득하여 수치지적도면에 편입 관리함으로써 향후 수치지적으로의 전환과정에 다방면으로 활용될 수 있는 방안을 제시하였다. 따라서 단기적 측면에서는 지적확정측량 실시의 강행규정화와 지적확정측량 관련 규정의 신설 및 개정과 관련한 세부적인 사안을 제안하였다. 중 장기적 측면에서는 지적확정측량 수수료의 현실화와 사업지구계 분할측량의 개방 문제에 관한 신중한 검토를 제안하였다.

At present, concrete alternatives are needed to maximize the practical effects of the cadastral resurvey project and the project of computerization graphical cadastral area. Therefore, in this study, as a part of the numerical cadastre transformation of the map, the research area is divided into the block diagram of the connected area in the process of registering the land as the cadastral confirmation district through the land development project in parallel with the cadastral resurvey project and the digital registration project of graphical map based area. Then, the boundary points of the outskirts are acquired with the world geodetic coordinates, and they are incorporated into and managed by the digital cadastral map. In the future, I suggest various ways to utilize it in the process of transition to digital cadastral map. Therefore, in the short term, I proposed detailed matters related to the enforcement of the cadastral confirmation survey and the establishment and revision of the survey related regulations. In the medium and long term, we propose a careful examination of the realization of the cadastral confirmation survey fees and the problem of opening up business of the division of project boundary.
