제주지역 초등교사의 수석교사제 운영에 대한 인식

Elementary School Teacher s Perception on the Management System of Master Teacher in Jeju

본 연구는 수석교사제 운영과 법제화에 대한 제주특별자치도내 초등교사들의 인식을 조사함으로써 효율적인 수석교사제 실시 방안을 위한 기초 자료를 제공하고자 한다. 연구결과, 저경력 교사나 수석교사와 근무한 경험이 없는 교사인 경우에는 수석교사제에 대해 잘 모르는 경우가 많았다. 또한 수석교사제 도입에 따른 영향으로 교수·학습풍토 조성, 교사의 교수활동 향상에 기여, 교단 교사로서의 긍지를 높인다 등에 대해서는 긍정적인 인식을 가지고 있으나 승진 과열 현상을 완화한다는 내용에 대해서는 부정적인 인식을 가지고 있었다. 수석교사제의 법제화 방안과 관련하여 주당 수업 시수, 연구 활동 지원비에 대한 교사들의 인식에 차이가 있었다. 수석교사제가 바르게 정착되기 위해서는 수석교사제에 대한 홍보를 통하여 교직사회의 관심을 제고하고, 충분한 교원확충 및 예산을 확보해야만 한다. 또한 수석교사를 포함한 승진체계 및 교수직체계에 대한 후속 입법과 수석교사의 역할에 대한 규정이 지속적인 연구를 통해 보완되어야 한다.

The purpose of this study is to look into the present condition of the model operation of the master teacher system in Jeju Special Self-Governing Province, and to provide basic data for finding ways to implement an efficient master teacher system, through surveying teachers perception on the operation of the master teacher system and on the legislated plan of the master teacher system. It was found that teachers of limited experience or teachers having no experience of working with a master teacher often didn t know well about the master teacher system. As for the effects of the introduction of the master teacher system, it was found that they had a positive perception on the implementation of the master teacher system, as they responded, It contributes to improvement in a teacher s teaching activities as well as to the creation of the teaching and learning climate. or It raises pride as a teacher. However, it was found that they had a negative perception on the argument that the system eases the heated competition of promotion. As for the survey of perception on the legislated plan of the master teacher system, they had opinions difference in perception on class hours per week and the support fund for research activities, which may be construed as requiring more accurate definition. First of all, to stimulate interest about master teacher system, we need to promote master teacher system to teaching society and also to public. At the same time we need to expand number of teachers and budget sufficiently. In addition, legislative activities are required to define promoting system including master teacher and teaching position system. Also I suggest to have more studies to get social agreement about role of master teacher s role.
