민간주도형 학교개선사업의 특징 및 시사점 :

A study on the Characteristics and Implication of Private Leading School Improvement Program in Korea

이 글은 민간이 주도해 나가는 학교개선사업의 특징 및 시사점을 논의하는 데 주 된 목적이 있다. 본 연구 목적을 달성하기 위해, 학교개선사업의 대상학교 담당 교 원들과 사업 담당자와 면담을 통하여 주된 자료가 수집되었고 수집된 자료는 하이 원리조트 측의 해피스쿨 사업 홍보 자료 및 운영 사이트에 제시된 사업 내용과 대조 하여 사업 운영과정의 특징 및 시사점을 도출하였다. 분석 결과, 학교개선사업의 준비과정에서는 ‘철저한 준비’, ‘공정한 심사’, ‘학교 간 경쟁적 풍토’, 학교개선사업 추진과정에서는 ‘새로운 일감의 등장’, ‘미니 교육청의 관심과 통제’, 학교개선사업 프로그램 운영 과정에서는 ‘성취감 vs 좌절감’, ‘프로그 램의 동형화’, 학교개선사업 성과공유와 확산 과정에서는 ‘학교 간 경쟁(競爭)의 장 vs 학교 간 경연(競演)의 장’, ‘학교개선 vs 사업홍보’ 등 총 9개의 주요 주제어가 제 시되었다. 이상의 주요 주제어를 토대로 관주도형 학교개선사업의 특징과 비교를 통 해 민간주도형 학교개선사업의 주요 특징 및 시사점을 논의하였다.

The main purpose of this article is to discuss the characteristics and implications of school improvement project led by the private sector. To achieve the research purpose, the interviews with school principal, teachers and the staffs responsible for school improvement project has been performed, collected the data through interviews of ‘High One Happy School Project’. The results are as follows. A total of nine major keywords are presented such as ‘thorough preparation’, ‘fair review’, ‘inter-school competitive climate’, ‘the emergence of new works’, ‘attention and control of the Mini-Department’. ‘fulfillment vs frustration,’ ‘isomorphism of the program,’ ‘chapter of the chapter vs Interscholastic Contest of competition between school’, ‘school improvement vs marketing’. In conclusion, Private leading school improvement program was discussed the main features through ‘Blue-elementary school’ case.
