모의실험 및 설문조사 분석을 통한 초고층 건축물의 피난대책 가이드라인 연구

A Study on Guidelines of Evacuation Planning for High-rise Buildings Through Simulation and Survey Analysis

현대 건축기술의 발전과 함께 초고층 건축물은 꾸준히 증가하는 추세이나 건물 고층화에 따른 경험치 못한 다양한 위험요인으로 인해서 재난 시 대규모 인명 및 재산피해가 발생될 우려가 있다. 현행 건축법 및 소방법에서 피난안전에 관한 규정들을 종합적으로 다루고 있지 않으므로 국내 상황에 적합한 구체적 피난설계 지침이 필요한 실정이다. 본 연구에서는 초고층 건축물에 도입한 성능위주 피난설계 내용을 토대로 가이드 사항을 도출하여, 재난상황을 가정한 모의실험(재난대응훈련) 결과와 비교 검토하고, 실험참가자를 대상으로 설문조사를 병행하여 방재적 효용성을 고찰함으로써 사양위주의 법적기준을 보완한 초고층 건축물의 피난대책 가이드라인을 제시한다.

With the development of modern technology, the high-rise buildings is steadily increasing, but due to various risk factors of high rise of the buildings, there is general concern about a large-scale loss of life and property in the event of a disaster. Since the existing Building Law and Fire Service Act does not comprehensively deal with the regulations on evacuation safety, it is necessary to provide detailed guidance on evacuation design. The purpose of this study is to propose guidelines that can be applied in the preparation of evacuation countermeasures for skyscraper buildings by supplementing legal standards based on specifications. Based on the performance-oriented evacuation design that was introduced in the 123-storied skyscraper, guide items are derived. This study aims to propose guidelines for the implementation of evacuation planning and disaster response training by reviewing effectiveness of the results of simulations and surveys of simulation participants.
