재난 및 안전관리 분야 정부조직개편 추세

Government Reorganization Trend in Disaster and Safety Management Field

본 연구에서는 우리나라 정부에서 재난 및 안전관리 분야의 중요성이 점차 증가하고 있음에 주목한다. 정부수립 이후 2017년까지 장기적 관점에서 문헌분석 및 통계 분석을 통하여 재난 및 안전관리 기능을 담당하는 부처의 기능 이관, 조직 분화 또는 통합 등 조직개편의 추세에 대하여 연구하였다. 실증연구의 결과 재난 및 안전관리 기능이 점차 중요한 기능으로 인식되고 있으며, 그 범위도 점차 포괄적으로 확장되고 있음을 알 수 있었다. 이는 기능적 필요에 의한 측면도 있으나, 대형 재난이 발생할 때마다 조직이 확대되는 반면에, 평시에는 축소되는 후진국형 측면이 강하게 나타났다. 또한, 정치적인 문제와 국제사회의 담론에 의한 측면이 공존하고 있다.

This study focuses on the increasing importance of disaster and safety management in the Korean government. Through the literature analysis and statistical analysis from the long-term viewpoint after the establishment of the Korean government until 2017, the tendency of the reorganization of the government organization such as function transfer, organizational differentiation or integration which is responsible for disaster and safety management function was studied. As a result of the empirical study, the disaster and safety management function is recognized as an important function, and the scope of the disaster and safety management is gradually expanded. This is due to functional needs, but the organization is expanding every time a major disaster occurs, while the backward-looking side shows strongly in normal times. In addition, political issues and discourses of the international community coexist.
