예술중점학교 성과 평가 연구

A study on Achievement Evaluation for Arts-Specialized Schools

본 연구는 ‘초·중등 예술교육 활성화 기본 방안’의 하나로 제안되어 2011년부터 운영되고 있는 예술중점학교 총 23개교의 성과 평가를 위한 지표를 개발하고, 이 지표에 근거한 운영 성과 평가를 통해 문제점을 파악함으로써 향후 예술중점학교 사업의 중장기 발전 방안의 기초를 마련하는 데 그 목적이 있다. ‘계획’, ‘실행’, ‘성과’로 구성된 평가 지표에 의한 예술중점학교 운영 성과 평가 결과, 학생 및 교사의 입장에서 예술중점학교가 긍정적 효과가 있었으며, 예술중점학교 사업을 담당하고 있는 정부의 기본적인 교육 방향인 ‘창의·인성교육’, ‘진로교육’, ‘맞춤형교육’, ‘사교육비 절감’ 등의 성과 부분에서 상당한 수준으로 접근하고 있음을 알 수 있었다. 다만 예술중점 학교 학생들의 향후 진로 및 진학에 대한 체계적인 지원, 예술중점학교 입학 이후 발생하는 부적응자에 대한 진로 지도, 예술중점학교에 대한 정부의 지속적인 지원 보장, 능력과 열정을 지닌 담당교사(전담교사, 외래강사) 확보 방안 등이 향후 보완되어야 할 것으로 여겨진다. 앞으로 예술중점학교는 예술교육을 중심으로 학교의 역할과 기능을 다양화하고 향상시켜 나가는데 있어 중요한 국가 정책 사업의 하나로 자리 잡아야 한다고 판단된다.

The purpose of this study is to develop a evaluation criteria for Arts-Specialized Schools and to provide the present status and suggestions through actual assessment. The Arts-Specialized School Project include 23 schools, 13 music-specialized, 8 visual art-specialized, and 2 performing arts-specialized schools. The evaluation result shows that the aim of Arts-Specialized School Project has been successfully achieved in viewpoints of students, teachers, and also of the government. The result explains that aim of the project(Creativity and Character Education, Career Education, Personalized Learning, and Reduction of Private Educational Cost) is considerably accomplished. In order to enlarge the role of Arts-Specialized Schools, we need to have a continuous and systematic support of governments and a reasonable policy for the students to enter the college of arts. The schools need to care and give a kindly counseling for the students who do not adjust to the new situation of Arts Based Schools, and also need to recruit excellent teachers of arts for more dynamic activities of the schools.
