학교중심교육과정 질 관리를 위한 TQM 적용가능성 논의

The Study on the Application of TQM for the School-based Curriculum

본 연구는 학교중심교육과정의 질 관리를 위한 TQM(Total Quality Management)의 적용 가능성을 고찰하는 데 목적이 있다. 학교중심교육과정은 목적, 내용, 방법, 평가, 운영에 관한 종합적인 계획으로, 교육 대상인 학습자의 결과 향상과 과정 만족을 통해 의미를 부여받는다. 따라서 학교중심교육과정은 그 개발부터 실행과 산출까지 모든 과정에 대한 ‘질 관리(quality management) 를 요구한다. 그러나 지금의 학교중심교육과정의 질 관리는 결과 차원에서 다루어진 경향이 있다. 학교교육에서의 ‘질 은 교육 수요자인 학생의 성취와 만족을 통해 드러나는데, 이때 TQM은 공급자와 수요자 각각의 ‘질 향상과 만족’이라는 조직 목적 달성을 위한 것으로, 조직 구성원 모두의 헌신적인 노력을 통한 계속적인 개선 과정의 의미를 담고 있다. 물론 TQM을 학교중심교육과정 질 관리에 적용하는 문제는 그 가능성뿐만 아니라 한계를 동시에 갖고 있으나, 학교중심교육과정의 질 관리 문제에 있어서 다양한 시사를 줄 수 있다. TQM의 교육과정 이행의 ‘맥락성’, ‘지속적인 개선’, ‘학습자중심교육에 대한 지향성’ 등은 학교중심교육과정 질 관리 수행에 있어서 중요한 철학적 토대로 서 작용할 수 있다.

The purpose of this study is to inquiry availability of TQM (Total Quality Management) for the quality of the school-based curriculum. The school-based curriculum is a comprehensive plan on objective, content, method, evaluation, and management. It s meaning is given in terms of process satisfaction and result improvement of the learner. Thus, The school-based curriculum demands the quality management on the entire process from it s development to implementation and output. But, until now, the quality management of the school-based curriculum tends to treat aspect of result. The quality in school education reveals learner s achievement and satisfaction that want to be educated. Thus, The TQM in school organization first must consider student as educative recipient. And this demands the leadership, organizational dedication, total involvement, communication and information sharing among members and the effort for continuous quality improvement, etc. An application of TQM to the school-based curriculum has the limits and the possibility. Nevertheless, It offers a various implications about the quality of school-based curriculum. TQM can operate as a philosophical base for contextuality of curriculum implementation, continuous improvement , orientation to learner-centered education, etc.
