미술 분야 교원 연수 프로그램의 체계적 지원을 위한 평가 체계 구축 및 발전 방안

A study on the implication of constructing evaluation standards for supporting art teacher training programs

본 연구는 2005년 문화관광부가 지원하고 한국문화예술교육진흥원이 주관하여 이루어진 문화예술 분야 교원 연수 프로그램 지원 사업 정책 과제 내용 중 미술 분야 내용만을 발췌, 수정 보완한 것이다(문화예술 분야라고 할 때에는 교과나 전공 구분 없이 문화예술의 통합적 측면에서 접근하는 것이 바람직할 것이나, 원 연구는 현장의 교과별, 교원의 전공별 구분을 존중하여 ‘음악·공연’, ‘미술’, ‘연극·영화’ 등 세 분야로 구분되어 수행되었다). 문화관광부와 한국문화예술교육원에서는 문화예술교육의 활성화 및 교원 전문성 강화를 도모하기 위하여 문화예술 분야 교원 연수 프로그램을 다양하게 지원해 왔는데, 이의 지속적이고 체계적인 지원 방안을 모색하기 위한 일환으로 연수 프로그램 지원을 위한 평가 체계를 구축하기에 이르렀으며, 지원 단체의 선정과 프로그램 평가 사업으로서 2005년에는 기 선정된 지원 단체의 프로그램 개발과 운영에 대한 평가에 착수하게 되었다. 이에 따라 문화예술 분야 지원 단체의 교원 연수 프로그램을 평가하기 위한 평가기준이 개발되었으며, 이의 운영 방안도 함께 모색되었다. 본 평가 기준은 실제로 2005년도 문화예술 분야 교원 연수 프로그램 지원 사업에 적용된 것으로, 이 가운데에서 미술 분야 평가기준의 개발과 운영 부분에 중점을 둔 것이다. 평가기준의 적용에 따른 문제점이나 개선 방안은 발전 방안에 제시하였다. 앞으로 교원 연수 프로그램 평가 기준의 개발 및 운영 방안은 선정된 단체의 프로그램 평가 시에만 적용하는 것이 아니라, 프로그램의 선발부터 총체적인 평가에 이르기까지 일관성 및 체계성 있는 지원을 위한 하나의 기준으로서 활용되고 연구되어야 할 것이다.

This study examined in-service teacher training programs in art area of 6 different organizations which were guaranteed for supports by the Ministry of Culture and Tourism(MCT) in 2005. For the systematic and consistent supports, it is said that constructing systematic evaluation form and standards was the most urgent and important. In cultural art area, especially art area, it was not easy to collect data on teacher training and its programs. That would be one of reasons that there are too many teacher training organizations and its programs competing with one another in a same district. The evaluation prototype were composed of three main properties: ‘program management’(‘suitability in program structure’, ‘rationality in program management’, ‘creativity in program contents’), ‘education activities’(‘instructors\ teaching activities’, \ interaction in educational activities\ ), ‘education backup activities’(‘supports in human and material resources’, ‘administrative supports’). As a result, the recommendation for the study was focused on the importance of constructing and developing evaluation standards for art-teacher education and its application in order to foster desirable art teachers produced teacher education and to support organizations which need financial supports. In addition, it is needed that 1) philosophy, features, goal(objective), content organization, methods, assessment, program management should be clearly stated and planned in advance, 2) the distinct evaluation criterion of specific teacher training program should be prepared in advance, 3) all the teacher training programs should be planned and programed based on the current school setting at its planning and programming.
