역량모델 중심 교육프로그램 개발의 전략적 고찰 :

Reflection on a Strategy of Developing Educational Program based on Competency-based Model

본 연구는 최근 기업교육에서 주목을 받고 있는 역량모델을 기반으로 한 교육 및 훈련 프로그램 개발 전략이 학교 교육과정 개발의 한 대안적 접근전략으로 활용가능한가를 검토하기 위하여 수행되었다. 이를 위하여 역량기반교육에 대한 선행연구들의 검토를 통하여 교육 및 훈련 프로그램 개발 전략으로서의 역량모델의 개념과 적합한 개발 절차를 이해하고, 역량모델을 기반으로 한 실제 교육프로그램 개발 연구 사례를 통하여 역량기반교육과정 개발에서 제기될 수 있는 문제점들을 검토한 다음, 학교 교육과정 개발의 한 대안적 접근전략으로서의 적용 가능성을 검토하였다. 연구를 통하여 얻은 결론은 첫째, 역량모델이 기업교육뿐 아니라 학교 교육분야에서도 교육과정 개발의 한 대안이 되기 위해서는 ‘역량’의 개념에 대하여 보다 유연하게 대처함으로써 종래의 단순 지식이나 기능만으로서가 아니라 창의적 사고 등 보다 고등한 사고능력으로까지 역량의 범위가 확대되어야 할 것이다. 둘째, 역량기반교육에 대한 접근이 활용차원에서뿐 아니라 이론과 원리를 보다 정교하게 하고 이를 실천·응용할 수 있는 다양한 연구가 지속적으로 수행되어야 한다. 셋째, 역량기반교육이 단지 단순 지식이나 기술에 관한 것뿐 아니라 창의적 문제해결 능력을 촉진하는 데 효과적이라는 것을 지지할 수 있는 연구가 지속적으로 수행되어야 한다. 넷째, 교육 및 훈련 프로그램 개발에 역량모델을 적용하기 위해서는 해당 교육·훈련의 상황적 특성에 따라 개발 모형과 기법이 다양하고 구체적으로 안내되어야 한다. 등으로 요약된다.

The purpose of the study is to reflect on a strategy of developing educational program based on competency-based model. Every corporation focuses its attentions on seeking self-motivated employees who are able to demonstrate their full abilities on their tasks. The competency based HR management which is in the spotlight can be regard as a trial to achieve the self-motivated employees. Competency is an internal characteristic of the ones with better performance level than the others with average level of performance. And competency based model is recently perceived as one of powerful strategies for developing education and training program in business. To achieve the purpose of the study, the following questions were set up and answered. First, what are the general view, the basic ideas and the foundation of competency-based model. Second, what is the development procedure of competency-based model for developing educational program in business. Third, Is there any possibility of adapting the competency based model to school curriculum development. Through this study, following suggestions could be made. If the competency based model would be used in school curriculum development, there must be clear definition about competency including higher thinking ability. And, there must be enough studies about specific procedures and methodologies in competency based curriculum development.
