교사의 교재구성 권한과 재량활동 운영

Developing Curriculum and Implementing The Optional Activities of Elementary School Teacher

이 연구는 교재권을 교육과정 결정 권한, 즉 교육과정을 다룰 수 있는 권한으로 보고, 이를 재량활동을 중심으로 살펴보았다. 첫째, 우리나라는 국가 수준의 교육과정 체제를 갖추고, 이를 기초로 학교교육의 성과를 가시화하는데 어느 정도 성공했다. 그리고 제6차 이후 꾸준히 교육과정 선진화를 추구해 왔는데, 교육과정 선진화의 의미를 학교와 학생에게 적응하는 교육과정을 만드는 일로 규정하고 있었다. 이에 체제적으로는 중앙집권적인 교육과정을 개방하고, 실질적으로는 교사에게 교재권을 학생에게 선택권을 주는 방향으로 가고 있었다. 둘째, 특히 교사의 교재권 확보는 재량권의 주체, 내용, 방식을 점차 교사나 학생에게 주는 ‘재량활동’에서 크게 부각이 되고 있었다. 교사의 교재권 확보로서 재량활동은 ‘교과 외’의 영역적 한계와 ‘활동’으로 접근하는 이 두 한계를 넘어서 그 발전 방향을 탐색할 필요가 있다.

The purpose of this study is to examine the optional activities curriculum as a part of the right of development and implementation curricula in elementary school. Based on the results of this study, it is concluded that national curriculum system was developed. And based on that, we have done higher achievements of student through schooling. In the level of nation, we pursued an advanced national curriculum that means developing national curriculum fitted to school and student. In order to do this, national curriculum is loosening, it is going to give right of developing and implementing of curricula to teacher and give right of selecting activity for learning to student step by step. The right developing and implementing of curricula of teacher is embossed a branch of th optional activities. In the part, teacher is the main person and student have a chance of selecting learning task because of giving them to making activities in school or classroom. The optional activities as a part right to making curricula in school and classroom have to get over the limit of extra-subjects matter field and activities. And so we can inquire into vision of the optional activities. Key Words : the optional activities, developing activities, professionalism of elementary school teacher
