세계화의 쟁점과 지식지배 사회의 인간자본에 대한 고찰

An Inquiry Concerning the Issues of Globalization and Human Capital in Knowledge Dominant Society

세계화는 20세기 말 무렵부터 진행되고 있는 특징적인 현상으로서 국가들 간의 상호의존성이 증대된 결과 국민국가의 의미가 퇴색되고 세계가 하나의 지구촌 공동체로 통합되어 가는 현상을 말한다. 세계화는 동전의 양면과 같이 정보?통신 기술 등의 기술혁신을 통해 세계적 차원의 부의 증대를 가져온 긍정적 측면과 함께, 국내적?국제적 부의 불평등을 심화시켰다는 부정적 측면도 초래했다고 평가되고 있다. 이 연구는 세계화의 의미와 역사적 전개과정의 탐구를 통해 세계화의 긍정적?부정적 두 측면을 살펴보고, 이를 바탕으로 세계화의 쟁점들을 검토하였다. 그리고 세계화 시대의 교육의 특성을 5.31 교육개혁 이후 현재까지 추진되고 있는 고등교육정책을 세계화에 대응하기 위한 국가의 전략이라는 관점에서 고찰하고, 세계화 전략에 따른 교육개혁 정책으로 인해 한국 대학들이 직면한 새로운 문제점을 파악?설명함으로써 교육에 대한 발전적인 방향을 제시하고자 한다.

Globalization, the most striking feature since the late 20th century, refers generally to the process through which the entire globe becomes increasingly unified in many respects while the influence of individual nation-state shrinks as the result of growing interdependence of nation-state. Globalization, like the two sides of coin, has brought about positive and negative outcomes. On the positive side, there has been an increase of wealth worldwide through innovations in information-communication technologies. While globalization has also given birth to social inequality within and among nations. This study attempts to clarify the meaning of globalization and examine the historical process of globalization. Furthermore this study discusses the issues caused by globalization. The major higher education reform policies based upon so called ‘5.31 Education Reform’ are scrutinized in the general context of globalization. In accordance with many new problems of Korean Universities influenced by reform polices, suggestions of future direction for education reform are addressed.
