Nowadays the demand of Welfare is getting increased in all around world, and Government and NGO are being interested at Social enterprise in order to overcome Economy slump and unemployment issue. Therefore Korea also has interest at foundation of Social Enterprise which is the middle type between profit and nonprofit organization for job creation and public service. The purpose of this study is to present solution how Social Enterprise could activate job creation and why the environment around Social Enterprise and management ability of CEO are more essential. This study would investigate about and success factor of Social Enterprise. Also would find out the weakness of market and technique which comes from Social Enterprise’s nonprofit business strategy. This study finds out that CEO’s business management ability, Entrepreneurship, Quality of Enterprise, Environment of technical development, social network, and Government support are the most important for creating Social Enterprise successfully. Lastly this study has limitation of which only handles support system of foundation, so would expand research boundary to what difference between local government and Enterprise about Social Enterprise by age and region. Then it could provide the best model of Social Enterprise’s development.
