Review of the Economic Evaluation Method for Flood Damage

홍수 피해에 대한 경제적 분석은 이공과대학에서 많이 이루어졌다. 그러나 자연재해에 따른 피해액을 계산하는 방식에 대해서는 경제학적 통계모형, 수익-비용 분석방법, 산업별 의존성에 따른 비용 추정 등 공동으로 연구할 부분이 많다. 본 논문은 이러한 필요성에 의해 홍수피해에 국한하여 피해액을 계산할 수 있는 다양한 변수가 어떤 것이 있는지를 해외에서 연구된 기존 문헌을 중심으로 고찰하였다. 첫째, 홍수로 인해 직접적 경제피해액에 대한 연구를 진행한 기존문헌을 정리하였다. 홍수로 인한 직접적 경제피해액은 경제적 자산의 중요성, 타지역 경제 흐름과 연관성 등을 고려하여 다양한 변수를 이용하여 추정하여 연구가 이루어 졌음을 알 수 있다. 둘째, 각 연구자들의 홍수피해에 따른 경제적 요인 그룹을 정리하였고, 연구자별로 추정할 수 있는 데이터가 어떤 것이 있는지 정리하였다. 물론 이러한 데이터 자료 수집 및 이를 우리나라 연구에서 어느 정도 적용되었는지에 연구도 향후 이루어 져야 할 것이다. 셋째, 홍수피해에 따른 간접 피해액을 계산하는 방식을 4가지 경제적 모델을 이용한 방법과 기타 방법으로 나누어 각각의 장단덤을 살펴보았다. 특히 간접피해액에 대해서는 그 중요성에도 불구하고 자료수집의 방대함, 간접피해액의 정의 등의 문제로 인해 간과되어지고 있는데 향후 이러한 연구가 이루어 져야 할 것이다. 본 연구주제와 관련하여 해외에서는 홍수피해에 직접 피해액에 대한 연구는 많이 이루어져 왔고 다양한 방법을 추정되어지고 있다. 그러나 간접 피해액의 경우에는 데이터 수집이 어렵다는 이유로 인해 간과되어지고 있다. 하지만 현대 사회에서 각 경제적 자산이 연결되어 있고 의존성이높기 때문에 직접 피해액 만큼이나 간접 피해액도 중요하게 연구되어져야 할 것이다. 본 논문은 해외연구를 중심으로 정리되었지만, 향후 국내 연구에 대한 문헌분석이 이루어져야 할 것이다.

This paper examines the various variables that can calculate the amount of damages due to flood damage due to this necessity through the previous research. First, the existing literature on direct economic damages due to floods was reviewed. Second, we summarize economic factors according to the flood damage of each researcher, and summarize what data can be estimated for each researcher. Third, the method of calculating indirect damages due to flood damage is divided into economic model and other methods. In other methods, there was a method of calculating the indirect damage amount of the flood damage by a scorecard according to the vulnerability of each asset, and a method of calculating each alternative situation by an algorithm. In the review of this paper, many studies on direct damage to flood damage have been done and various methods have been estimated. However, indirect damages are overlooked because data collection is difficult. However, in modern society, since each economic asset is connected and dependency is high, the amount of indirect damage should be studied as much as the amount of direct damage.
