전국 초중등 학교 내 음악교육 활성화를 위한 음악프로그램 실태 조사 연구

최근 예술교육 필요성에 대한 인식이 고조되면서 공교육 내 다양한 형태와 목표 를 위한 음악교육 프로그램이 활성화되고 있다. 이에 본 연구는 교육과학기술부 음 악교육 활성화 분야인 학생 오케스트라, 합창, 뮤지컬, 그리고 밴드에 대하여 실태 및 운영 현황을 조사하고 기초 자료를 도출하여 향후 지속적인 음악교육 프로그램의 지원과 확대를 유도하는 데에 그 목표를 두었다. 조사 결과, 현재 전국의 초·중·고등 학교가 운영하고 있는 음악프로그램으로는 밴드, 합창, 오케스트라, 뮤지컬의 순으로 밴드 프로그램이 가장 많았으며, 참여하는 학생 수는 합창, 오케스트라, 밴드, 뮤지컬 의 순으로 합창 프로그램이 가장 많았다. 또한 연도별 창단비율은 모든 음악프로그 램이 2011년에 급격한 상승률을 보이며 신설되었으며, 그 중 밴드와 합창 프로그램 이 471개로 가장 많이 신설되었고, 오케스트라(352개), 뮤지컬(108개)의 순으로 창단 되었다. 본 연구 결과 공교육 내 음악교육 프로그램이 다양화되고 그 수요가 증가해 왔으 며, 그 운영 형태가 여러 측면에서 확장되고 있음을 알 수 있다. 방과후 음악교육 프 로그램이 시대적 변화와 학생들의 욕구와 선호도에 따라 증가하고 있으며 이에 따른 현장 중심의 음악교육 콘텐츠 개발이 필요하다. 또한 프로그램 운영에 필요한 환경 조성과 교사 재교육 및 전문가 양성 과정이 필요함을 시사한다.

With the increased understanding of the educational and emotional power of the arts education, various music programs are being implemented in public school setting. This study reports on a nationwide survey of the government-supported music programs in public elementary and middle schools, and further examined current status of school music programs in order to formulate further strategic direction. Target music programs analyzed in this study were student orchestra, choir, band, and musicals in elementary and middle schools. Findings indicated that the highest number of schools offered band programs followed by choir, orchestra, and musicals sequentially. Highest number of students participated in choir, followed by orchestra, band, and musical. As the government funding started in 2011, the number of all four music programs was dramatically increased shown as 32.3% of new band program and 32.4% of choir programs were established in the same year. Overall, the results showed gradual increase of diverse music programs as the extracurricular activities and the expansion of programs with increasing number of participating students. Results highlight clear implications for the further development of program contents to meet students’ interests and needs in public school-settings. In addition, continued education of teachers and training of music professionals should be considered to bring ultimate success of these music programs.
