The clustering of the bio-venture companies in a region required the business support facilities which have multiple functions and purposes. This study shows that how the scientific and systematic evaluation model using AHP(analytic hierarchy process) and BSC(balanced score card) could be used to rank many facility requirements. To suggest architectural design and to test economic feasibility of the BBC facilities, the project team surveyed the demand of the facilities and analyzed the survey. Two types of questionnaire were designed, for the bio-business companies’ CEO and the experts in the regional economy domain, and delivered to gather their opinion. The number of the respondents were 171 in business group and 102 in expert group. From the survey, the team could define the roles and building strategies, and also grasp the demand of the facilities. To analyze the priority of the facilities, this paper suggest AHP and BSC method. In the BSC model, four factors were considered such as ROI(return on investment), enhancement of business capability, operation efficiency, regional economic growth. Finally, what-if analysis were conducted to test the economic feasibility of the facilities alternatives.
