Analysis of the Mid and Long-term Regional Economic Effects of ‘Chungang High Speed Railway’ on the Stopping-city

본 연구는 고속철도 개통으로 인한 정차도시의 경제적 영향을 사전적⋅정량적으로 추정하고, 이를 근거로 정차도시의 지역발전방안 마련을 위한 정책 시사점을 찾고자 하는 것이다. 선행연구에 의하면 고속철도 개통이 지역 인구나 부동산 시장에 미치는 영향은 미미하거나 예상과는 다르게 나타날 수 있다는 점과 지역생산이나 고용에 미치는 영향도 지역별로 획일적이지 않다 는 점이다. 이러한 사실은 고속철도 개통이 정차도시의 지역발전을 가져오기 위해서는 지역 경제주체의 효과적인 대응이 중요함을 시사한다. 본 연구에서 다루는 ‘중앙선 복선전철’ 개통의 경제적 효과를 추정하려면 철도개통 이후 정차도시의 여행객 규모, 여행자의 지출항목 및 평균 여행비용 등에 관한 추정자료 뿐 아니라, 분석대상 지역의 경제파급효과 추정을 위한 지역투입 산출모형의 작성과 복선전철 개통으로 발생할 지역의 최종수요 변화 등을 파악하여야 한다. 본 연구의 분석결과, ‘중앙선 복선전철’ 개통으로 2020년 이후 분석대상 지역에 연간 555억원∼1,397억원의 생산파급효과와 826명∼2,079명의 취업유발효과가 발생할 것으로 추정되었다. 이러한 추정은 가능성 높은 다양한 시나리오를 바탕으로 작성되었으며, 지역경제에 긍정적인 영향을 극대화하기 위한 지방정부의 사전적이고 효과적인 정책대응이 중요함을 시사한다.

This study estimates the economic impact of Chungang high-speed railway (CHSR) on the stopping-city Andong and makes suggestions for designing the regional development planning of the city. According to the previous researches, the effect of HSR on the population and real estate market of the regions may be small or rather unexpected, and the effect on local production and employment is not identical among regions. This suggests that effective opening of the HSR is important for the effective policy response by local economic entities of the stopping cities for their economic development. In order to estimate the effect of opening the CHSR quantitatively, it is necessary to estimate the size of the travelers in the stopping-city, the expenditure of travelers, and the change of the final demand in the area. As a result of this study, it is estimated that the opening of the CHSR will produce 55.5∼133.7 billion KRW in annual production effect and the employment inducement effect of 826∼2,079 people. The empirical results are based on various possible scenarios, suggesting that local governments need to establish effective policies to maximize their positive impact on the local economy.
