학교 교육과정 자율화 정책을 통한 학교자치 실현 가능성 탐색

The exploration of the feasibility in school authorities through the liberalization policy of school curriculum

학교 교육과정 자율화 정책과 학교자치의 논점에서 가장 중요한 것이 바로 교육 과정 영역이라는 것은 누구도 부인할 수 없을 것이다. 그래서 본 연구에서는 2009 개 정 교육과정의 주요 내용 중에서 학교 교육과정 자율화 정책의 핵심 부문이면서 학 교 현장에서 어려움을 겪고 있는 부분을 살펴봄으로써, 학교 현장을 지원하고 교육 과정 자율화를 통한 학교자치의 실현 가능성을 탐색해 보았다. 학교자치에 기반한 학교 교육과정 자율화 정책과 2009 개정 교육과정에서의 단위 학교에 상당한 권한 위임과 자율성이 주어진 주요 내용인 교과(군)별 수업시수 20% 증감 편성․운영, 창의적 체험활동 도입, 입학 초기 적응 교육 프로그램의 자율적 운 영에 대하여 살펴보았고, 학교자치와 교육과정 관계를 학교 현장 착근의 새로운 도 전으로 판단하고 검토하였다. 단위 학교의 특성을 살리면서도 권한 위임된 학교의 자율성을 충분히 발휘하여 교육과정을 편성․운영함으로써 교육 내적 학교자치를 실현하는 물꼬를 트는 계기 를 마련하여 우리 학생들을 위한 힘찬 첫걸음이 내딛기를 바란다.

The most important issue in the liberalization policy of school curriculum and school authorities is the curriculum area. Therefore, in this study, it was discussed that the key sector of the liberalization policy of school curriculum and the part of struggling in school of the 2009 revision of curriculum contents. And, it was explored that the measures of school-site support and the viability of the school authorities through the liberalization of curriculum. For this, it was examined that the liberalization policy of school curriculum based on the school authorities, 20% increase or reduction in organizing and operating of lesson hours by subjects(groups) that is given in the 2009 revision of curriculum as the main contents, the introduction of creative activities, and the autonomously operating about the educational program of the early adoption of admission. As a result, the relationship between school authorities and school curriculum was considered as a new challenge for school-site makeover. And, as organizing and operating of the school curriculum in utilizing the school s autonomy fully, the school authorities for real education is realized. Through this study, I hope that our students go ahead with powerful first step.
