생존분석을 통한 지식산업센터 보유기간 특성 분석

A Study on the Determinants for the Holding Period of Knowledge Industrial Center Using Survival Analysis -Focused on Knowledge Industrial Center of Seoul-

다른 부동산처럼 지식산업센터 역시 보유기간에 따라 양도세가 달라진다. 또한 취득세 감면, 재산세 감면, 공적 자금 대출에 있어서도 의무적 보유기간이 주어지는 만큼 지식산업센터 관련 정책에 있어서 보유기간은 중요한 의미가 있다. 이에 본 논문은 지난 10년간의 실거래신고 데이터를 이용하여 서울 소재 지식산업센터의 보유기간에 대한 분석을 하였다. 크게 2 종류의 생존분석으로 분석하였다. 하나는 카플란-메이어 분석법에 의한 개별특성 분석으로 실거래신고 유형(분양권검인/일반매매), 세제, 거래금액, 산업단지 안팎별 매수자유형(개인/법인)에 따른 보유기간의 차이를 알아보았다. 두 번째는 건물현황, 경제변수 등 다른 변수들까지 동시에 투입시켜 보유기간에 미치는 영향을 알아보았다. 다변량 분석법인 Cox 비례회귀모형 분석법을 통하였다. 분석결과, 단변량 분석에서는 분양권으로 구입한 경우, 세금혜택이 많을수록, 거래금액이 클수록, 산단 안에서는 개인이, 산단밖에서는 법인이 더 오래 보유하는 것으로 나타났다. 다변량분석을 통해서는 생산지수, 공실률, KORIBOR금리와 같은 거시적 경제 변수들의 영향력이 매우 큼을 알 수 있었다. 생산지수가 높을수록 매도확률이 낮아지고 공실률이나 KORIBOR금리가 높으면 매도확률은 증가하는 것으로 나타났다. 산단 안 입지일 때 산단 밖보다 오래 보유하였으며 입지요건이 좋을수록(전면도로 폭이 넓고, 주차1대당 연면적이 작고, 지하철역까지의 거리가 가깝고, 경과연수가 낮은 경우) 오래 보유하는 것으로 나타났다. 지식산업센터의 건전한 투자행태를 유도하려면 실수요자의 세제 혜택을 늘리되, 의무보유기간은 늘리는 것이 효과적으로 보인다.

Like that of other types of real estate, capital income tax of Knowledge Industrial Center(KIC) depends on the holding period. The holding period is especially important for KIC because its eligibility to receive other tax benefits depends on the mandatory holding period. This paper analyzes holding period of KIC from ten years of real transactions data in Seoul. Two types of Survival Analysis were performed. The first is a univariate analysis of individual characteristics using Kaplan-Meier Method. The second is a multivariate analysis using Cox proportional hazard model. As a result of univariate analysis, in the case of purchasing as a pre-sale right, bigger tax benefits and transaction amount lead to longer holding period. In multivariate analysis, macroeconomic variables were found to be very influential in determining the holding period. Lower production index and higher vacancy and KORIBOR interest rate lead to higher probability of sales. Moreover, good location conditions also increased the holding period. Effective methods of inducing healthy invest behaviors for KIC are increasing the tax benefits for actual users and lengthening the mendatory holding period.
