조령(鳥嶺)의 관방(關防)과 충주인 신충원(辛忠元)

Fortification of Joryoung(鳥嶺) and Sin-ChunG-Won

신충원은 임진왜란 때 조령(문경새재)을 군사요새화 한 인물이다. 그는 미천한 신분의 사람이다. 그러나 당시 명장이었던 신립장군이 충주전투에서 패하자, 신충원은 정부의 간섭을 피해 절과 산골로 피신한 사람들을 설득시켜 민병대를 조직했다. 그는 일본군과 일본군 기지를 공격하여 많은 공을 세웠다. 그 공로로 신충원은 한성 수문장이 되었다. 충주의 요새 화의 필요성을 생각하고 있던 영의정 유성룡에게 발탁된 신충원은 조령의 둔전관이 되어 다시 충주로 돌아왔다. 그는 옛 전우들을 중심으로 조령과 연풍지역에 둔전을 개간하여 군량과 양식을 마련했다. 신충원이 있는 곳으로 가면 안전한 생활을 할 수 있다는 소문이 퍼지자 피란을 떠났던 사람들이 모여들었다. 신충원은 그들을 이용하여 둔전을 개간하고 파수꾼을 양성하는 한편 매바위 지역에 성을 축성하여 일본군이 통과하지 못하게 하였다. 이로 인해 충주는 수도 한성을 보호하는 군사 요새지로 그 중요성이 인식되었다.

Sin-ChunG-Won was born at Chungju. In 1592, the Japanese army invaded Korean peninsula. Josun goverment sent general Sin-Lip then so called famous one to interdict and delay Japanese army s rapid advance.  Unfortunatly, general Sin-Lip was good enough to succed and defeated to death at Chungju. Then Sin-ChunG-Won organize the militia attacked Japanese army s garrison at Chungju, and killed many enemy soldiers passing narrow mountainous road(문경새재). Due to the successful operations, he became a chief gate keeper in capital city s castle. When provisionsal government returned to Seoul, they discussed to reconstruct wall for fortification of Chungju, but failed due to shortage of manpower and money. The wartime prime minister Yu-Sung-Yong called on Sin-Chung-Won and asked how to fortify the Chungju castle, he replied that himself and his remaining one hundreds men could finish the job. With recommendation of Yu-Sung-Yong,  he went to there to train soldiers and cultivate farmland simultaneously. And Sin-Chung-Won did fine job by doing training soldiers and cultivating farmland, and constucting fortress of castle as long as four(4) kilometers.
