미술지원 패러다임의 전환을 위한 탐색적 연구

To Facilitate the Transition of Visual Art Support Paradigm:

본 연구는 미술지원정책, 그중 창작지원사업들이 전문인들에 의한 직업적 활동의 활성화를 그 궁극적 목표로 하고 있음에도 불구하고, 전문적 활동에 대한 보상과 인정 대신 최소한의 환경과 기회제공, 그리고 기본생활환경 구축을 위한 최소복지 적 접근에 보다 가까웠다는 문제의식으로부터 출발하고 있다. 이러한 문제의식 하 에 현재 미술지원정책의 대상 선정의 특징, 지원방식의 특징을 그간의 정책지원사 업의 대상과 사업내용에 대한 탐색적 분석을 통해 파악하고 그 한계점을 살펴보며, 창작지원 패러다임의 변화 방향을 제시해보고자 하였다. 탐색적 분석결과 그간의 미술창작지원정책은 미술의 공공적 사회적 가치에 근거하여 작품제작을 위한 최소 한의 환경 제공, 작품발표의 기회제공, 그리고 기본생활로 인해 예술활동의 중단이 일어나지 않도록 하는 복지적 지원에 집중된 반면, 미술인 및 미술활동의 전문성에 대한 인정을 바탕으로 한 정당한 사회·경제적 보상의 미흡, 그로부터 미술활동이 란 영역의 자립기반 마련의 묘연함이 발생하게 되었음을 확인하였다. 이러한 맥락 에서 본 연구는 미술창작지원의 패러다임을 창작기회의 제공이라는 것에서 경제활 동으로서의 미술활동의 사회적 가치 확산을 위한 정당한 경제적 보상구조 정착과 자립기반 마련에 두고 지원설계를 할 필요가 있다는 점을 인식하고 그에 맞는 정책 지원방향을 모색하고자 하였다.

This research has been started from the awareness of the problematic issues in visual art supports in policy approach which were more like the welfare approach that provides the faintest environment and opportunities for art creation as well as providing basic living conditions. However, visual art supports should aim to vitalize the professional development activities by professional artists which we ought to focus on offering a proper reward for their professional activities. Based on this critical awareness, the purpose of this study was to investigate characteristics of support targets and support types of visual art support policy for grasping the limitation of visual art supports in a while. The study examined the previous and current support system that aimed to support visual art creation by MCST, Art council, and other art support foundations. Also, the study researches how the visual art support paradigm shifts in art support perspectives in these days. As the result of an exploratory analysis, the study figure out previous visual art supports in policy approach have been focalized provision of welfare perspective to prevent activity suspension because of the sustentation difficulty of fundamental living condition. Appropriated economic compensation and commendation of the value of professional work of artist on the other hand have been insufficient. Henceforth, establishing independent foundation of visual arts as professional era becomes much more difficult. Based on these results, the study suggested a new support paradigm for facilitating settlement of a healthy compensation systems to create continued artistic development.
