Suggestions for Governmental Opera Support Policies

본 연구의 목적은 국가가 중심이 된 음악지원을 지속적으로 받고 있는 외국의 오페 라 단체가 어떻게 긍정적으로 성장하였는지에 대해 알아보고, 정부지원을 받고 있 는 오페라 단체가 정부의 지원을 통하여 어떻게 성장하여 그 위치를 곤고히 하고, 나아가서 스스로 자생력을 어떻게 키워나가고 있는지에 대해 함께 살펴봄으로서 정 부의 순수음악지원에 대한 지속성과 방향성을 고찰해본다. 연구의 대상은 오페라 단체의 지원을 중심으로 한 정부중심의 지원정책이 잘 진행 되고 있는 프랑스 정부의 오페라 장르 지원 사례와 프랑스의 대표적인 음악단체인 파리 국립 오페라의 사례를 연구한다. 많은 예술 음악 중에서도 오페라라는 장르가 경제적 지원의 화두가 되고, 정부 지 원의 필요성이 강조되는 이유는 무엇인가? 본 논문은 이러한 문제의식을 가지고, 2000년 이후에 세계적으로 예술음악, 특히 오페라에 대한 정부의 지원이 어떻게 진 행되고 있는지에 대한 연구이다.

This study aims to suggest positive directions for the Korean Government’s music support policies and practical methods regarding the management of Opera companies/organizations in Korea by exploring the foreign cases of governmental support policies. Cases abroad will clearly show why government support is needed in the field of musical art and why financial support for Opera at a national level is an important issue. They will, thereby, provide the ground for the legitimacy and necessity of governmental support for Opera in Korea. Furthermore, how the foreign examples can be adapted to meet our needs will also be discussed. The purpose of this study is to provide case example that the Opera company can refer to and provide a practical proposal by looking into the positive developments of foreign Opera organization that received continuous support from their government. The scope of this study will be limited to the Opera genre and case will specifically be taken from France, especially Paris National Opera case. The main focus of this study will be: one, the examples of governmental support for musical art since 2000 and two, what direction the Korean government needs to take in its own planning of opera support policies.
