Discussion for Establishing Tourism Policing

치안이라는 개념이 새로운 개념은 아니지만 치안을 담하 는 경찰를 출범한 나라는 매우 드물다. 한 범죄와 련한 이론과 상을 연구한 문헌 한 매우 희소하다. 특히, 우리나라의 경우 경찰이 출범한 이래 이와 련한 연구는 10편 정도로 드물고 범죄의 특징, 유형, 사례를 분석한 연구도 찾 아보기 힘들며 나아가 이론 논의 한 무한 상태이다. 이에 따라 본 연구는 범죄가 가지는 미시 거시 특성을 설명 하고 지 치안확보를 한 경찰략을 제시하다. 논의의 결과 범죄 유형과 피해 등의 수법에 한 지식을 축시 키고, 지역의 치안지원을 한 인라를 구축하여야 한다. 더불어 범죄자의 체포로 이어지는 정보에 한 보상의 가능성을 높여야 한다. 그리고 보안문제에 한 공공기과 민간기과의 력이 필요하며, 보안 교육 로그램의 활용을 증가시켜야 한다. 한 지에 CPTED 원리를 채택하고 지에서 주요 범죄에 한 지정과 확정이 필요하며, 객을 한 범죄의 데이터베이스를 확 보 유지함과 동시에 지역주민을 상으로 하는 교육과 안한 루 트를 만들고 유지해야 할 것이다. 마지막으로 지역사회와 정부지도자 사이의 트십을 통해 지 치안확보가 이져야 한다. 이를 해 우리나라 경찰은 앞으로 명확한 임무철학을 확립하고 범죄에 한 문 인력교육 육성을 통해 지 특성에 따른 경찰활동 개와 치안 인라를 구축할 필요가 있으며 나아가 범 죄 피해자 심의 경찰지원체계의 구축을 보다 확시킬 필요가 있다.

Even if a tourism security is not a new concept, few countries establish tourism police that is specialized in tourism security. In addition, theories, phenomena and research literature related to tourism crime are also very rare. In particular, since the tourism police has established in Korea, 10 researches on this issue, which are very rare, has been conducted, and it was difficult to find studies which have analyzed the characteristics, types, and cases of tourism crime, also there are also no theoretical discussions. Accordingly, this study explained the micro and macro characteristics of tourism crimes, suggested the strategy for tourism police aiming the security of tourism attractions. As a result of discussion, the knowledge on type, damage and technology of tourism crimes should be accumulated, the infrastructure for security support in tourism area should be established. In addition, the possibility of compensation on information, which can result in arresting criminal, should be elevated. Finally, the cooperation between public authority and civil authority on security matters is needed, the utilization of tourism and security education should be increased. In addition, the principle of CPTED in tourism attractions should be adopted, the designation and confirmation on major crimes in attractions are needed, the criminal data base for tourists should be secured and maintained while the education for local residents and safe tourism route should be provided and maintained. Finally, the attraction security should made through partnership between local community and governmental leaders. For this goal, Korean tourism police needs to establish the security infrastructure and to develop the tourism police activities depending on the characteristics of attractions by establishing the clear philosophy on duty, by training professional personnel specialized in tourism crime, further expand the establishment of victim centered police support system.
