경찰과 민간경비의 전략적 제휴 방안

A Study on Strategic Alliance between Police and Private Security

이 연구에서는 사행정 분야에서 심 있게 연구되는 조직간 력방 안인 략 제휴를 경찰과 민간경비 분야에서 활용할 수 있는 방안을 논의하고자 한다. 략 제휴는 정부부문과 민간부문의 력 생산 을 통해 양 조직에 모두 이익을 주는 형태로 수혜자인 시민은 낮은 비 용으로 양질의 서비스를 제공받는 효과를 나타낸다. 경찰과 민간경비 의 경우에도 략 제휴를 통해 양 조직이 시지효과를 발휘하여 생 산의 양․질 향상을 나타낼 수 있다. 략 제휴의 이론 배경으 로는 공동생산이론, 작은 정부론, 제3섹터론을 들 수 있고, 이런 련 이론과 선행연구의 검토를 통해 정부활동의 민화 추세, 경찰활동의 개념 변화, 안리의 분화 등에 하여 논의하고, 이상의 논의를 통해 치안서비스 향상을 한 방안으로 경찰과 민간경비의 략 제 휴 방안을 살펴보고자 한다.

The private security enterprise in Korea is larger than police organization. Private security officers can be found virtually everywhere. Most citizens will have more contact with private security officers than with public police officers. Community policing is collaboration between the police and the community that identifies and solves community problems. It has also been described as a philosophy based on the concept that the police and citizens, working together in creative ways, can solve contemporary community problems related to crime, fear of crime, social and physical disorder, and general neighborhood conditions. Community policing consists of three core components: community partnerships, problem solving, and organizational change. Community partnerships entail the police working with a wide range of public and private resources to solve crime and community disorder problems. Strategic alliance is almost always associated with police and private security. Private security operations seem to go hand in hand with community policing strategies. Both focus on proactive crime prevention. It is believed that private security can adapt many of the principles of community policing. A significant part of public police resources is spent on reacting to crime and other service related activities. Private security operations, however, put a vast amount of resources toward the crime prevention.
