1911년조선총독부의종교정책과 조선내 종교계 동향

Utilizing the Primary Source Religions of Shrines and Temples

이 글에서는 일제의 식민지 종교정책이 정착되기 위한 과도기적 양상을「사사종교(社寺宗敎)」라는 조선총독부 자료를 중심으로 종교정책과 조선과 일본 종교계의 동향에 중점을 두고 고찰하고 있다. 지금까지 조선총독부의 종교정책과 관련된 연구는 조선의 종교를 장악하기 위한 규제, 탄압이라는 측면에서 전개되어 왔다. 하지만, 이러한 종교정책이 식민지 종교를 통치하기 위한 법으로 정착되기 위해서는 식민지 조선의 미분화된 종교적 상황과 일본 내지의 종교에 대한 인식이 충돌되어 발생하는 다양한 갈등과 모순이 야기되는 점에도 주목할 필요가 있다. 즉, 조선총독부, 해당 업무에 종사하는 직원, 나아가 종교 교단은 물론 현지 종교 종사자들 간에는, 제도화된 종교정책의 인식 결여로 한국병합 직후의 종교정책은 과도기적 양상을 보이게 된다. 이러한 시행착오와 불협화음 속에 식민지 조선의 종교정책은 정착되어 갔던 것이다. 이른바 이글에서는 이 시기 종교정책이 한국 종교 내지는 일본 종교에 끼친 영향에 중점을 두는 것이 아닌, 종교정책 관련 법규가 정착되기 전의 종교현상에 주목하여「사사종교」속에 나타난 1911년의 조선과 일본 종교계의 양상을 살펴보는 것을 목적으로 한다.

This study investigates transitional aspects of the Japanese Empire’s policies towards colonial religions, focusing on its policy towards religions and the trend of religious world in Joseon and Japan and centering on primary sour-ces from the Japanese Government-General of Korea, Religions of Shrines and Temples . Studies conducted previously concerning the religious policies of the Japanese Government-General of Korea have been developed in terms of the regulations and resulting suppression for gaining control of the religions of Joseon. However, examining the various conflicts and contradictions caused by the collision between the undifferentiated religious situations in colonial Joseon and the awareness of religions in inland Japan during the process in which these religious policies were transformed into laws regulat-ing colonial religions is necessary. Among the Japanese Government-General of Korea, employees in relevant jobs, religious orders and local religious workers, the religious policies implemented immediately after the Korea-Japan Annexation Treaty came to show transitional aspects due to a lack of recognition of the institutionalized religious policy. From trial and er-ror and discords, the religious policy in colonial Joseon was finalized. This study does not focus on the impact of these policies on the religions of Korea or Japan, but examines the religious phenomena before legislation related to those policies was passed. To do so, it studies the aspects of the religious world of Korea and Japan as represented in 1911 in Religions of Shrines and Temples
