This study was to examine the validity of word reading fluency measures of beginning readers. Reading fluency is assessed by passage reading, but the beginning readers fluency hovers around zero or very low scores because of their low reading ability. With this reason recent research claims a need for alternative ways for measuring beginning readers or reading strugglers. On the basis of this argument, this study explored whether word reading fluency measures could be replaced for passage reading fluency results. For data collection, word reading and passage reading test were administered to the 100 4th grade elementary school students. Collected data were compared using Pearson correlation coefficient between word reading fluency and passage reading fluency measures. Analyzed data showed a stronger relationship between word reading scores and passage reading scores (p< .05). The results indicate that word reading fluency measures can be used for assessing beginning readers or low-level readers. Results are discussed in terms of usefulness for word reading fluency measures to assess beginning readers’ reading, and finally pedagogical implication for desirable reading instruction of early readers were suggested.
