해외박물관의 한국문화재 활용 활성화를 위한 쟁점과 활성화 방향

The Issues of Use of Korean Art Collections in International Museums for its Sustainable Development

창조적, 미학적인 한국문화의 상징으로서 문화재는 국제문화교류의 매개체로 중요히 다뤄지고 있다. 특히 상징적, 교육적, 연구적, 경제적 가치 등은 상호적 문화이해와 문화인식 발굴의 핵심체로서 문화재의 가치를 증대시키기 위해 그 문화재를 보다 많은 사람들이 보고, 고민하고, 이해하게 하는 공간과 활동들에 활용될 수 있도록 해야 한다. 이를 위해 국내에서는 한국문화재를 소장한 해외박물관이 문화재를 보다 많은 관람객에게 보여줄 수 있도록 지원을 지속하고 있다. 그러나 여전히 문화재 소 장기관의 적극적 활동과 관심도를 이끌어내기에는 한계가 있다는 지적들이 계속되고 있다. 따라서 이 연구의 목적은 한국문화재를 소장한 해외박물관의 자발적 활용을 활성화하기 위해 필요한 조건과 쟁점을 살펴보고, 활성화를 위한 지원의 방향을 제시하는 것이다. 이를 위해 먼저 현재 한국문화재 소장기관을 대상으로 하는 정책지원의 특징과 현황을 분석하였다. 그리고 국외 기관의 한국문화재 활용방식과 그 과정에서 발생하는 어려움을 국외 기관을 대상으로 한 설문 및 전화인터뷰 조사를 통해 살펴보았다. 그리고 최근 자국문화재 활용 활성화를 위한 타국의 지원추세 및 방향을 고려하여 우리가 고민해야하는 지원의 개선방향을 제시하고자 하였다.

This study was conducted to cultivate better government supportive methods to international institutions bases in possession of Korean cultural properties. Based on the previous research results in which it was supported by the Cultural Heritage Administration of Korea in 2012, this research intended to draw out the issues of use of Korean art collections in international museums in order to discuss for its sustainable development with effective support methods from Korea. In order to do that, the analysis on characteristics and current situation of government support to international museums with Korean collections for better use was implemented. Second, a survey with curators from those international museums, together with preliminary literature review to discuss the meaning and the role of cultural heritage for fruitful international cultural exchange were conducted. The survey results were categorized not only to examine what the issues and limitations for them to use Korea collections in their museums but also the problems of supportive ways from Korea. Third, the trends of recent supporting system of other nations to promote better use of international museums were examined so as to deduct considerable suggestions for us. As the results, a proposal for the development of supportive program was suggested.
