군 문화예술 활동 효과 분석

Arts Impacts in the Army

이 연구는 최근 지속적으로 증가하고 있는 군대 내에서의 문화예술 활동에 대한 효과를 측정해보고자 하는 목적을 가지고 있다. 과거와 달리 2000년대 중반 들어서면서 군은 문화예술 활동을 부대 운영과 관련하여 보다 적극적으로 도입하고 있다. 문 화체육관광부, 한국문화예술위원회 등과의 양해각서 체결을 기반으로 부대순회공연이나 문화예술교육 등을 확대하고 있고, 문화예술 활동과 관련한 분야에 대한 국방예산도 증대시키고 있다. 군 문화예술 활동이 이렇게 확대되고 있는 것과 비교하여 군 문화예술 활동의 효과에 대해서는 실증적인 연구가 거의 이루어지지 못하였다. 이러한 현실은 군이라고 하는 조직의 특수성상 문화예술 활동이 중요한 비중을 차지하지 않으며, 연구대상으로서 접근성 또한 용이하지 않은 점 등의 이유 때문으로 분석된다. 이 연구는 군 문화예술 활동, 이 가운데서도 특히 문화체육관광부와 협력하여 실시되고 있는 부대방문순회공연과 문화예술체험교육 프로그램의 효과를 살펴봄으로써 군 문화예술 활동의 효과를 실증적으로 분석하고자 하였다. 연구를 통하여 군 문화예술 활동은 개인적 차원, 관계적 차원, 집단적 차원에서 전반적으로 긍정적인 효과를 가져오며, 그러한 효과는 관람형, 체험형 등 문화예술활동의 유형과는 큰 관련성이 없는 것으로 확인되었다. 그러나 일반적 기대와 달리 문화예술 활동과 장병들의 군생활 스트레스 해소는 직접적 관련성이 없으며, 전투력 향상 또한 문화예술 활동의 효과와는 관련성이 상대적으로 낮은 것으로 파악되었다.

Since the mid-2000s, arts activities in the army has continuously grown. During the period, the Ministry of National Defence singed some MOUs with such organizations as the Ministry of Culture, Sport and Tourism and Arts Council Korea, and many kinds of artistic performances and arts education programs have been provided to more than 300,000 soldiers. Comparing to the development of arts activities, researches on the arts impact in the army are quite scarce. This is partly because the army does not consider arts activities as an important factor in its role and access to military materials is quite difficult. By exploring arts activities in the army, the study aims to analyze arts impacts on soldiers’ attitude, relationship with other soldiers and officers, and military accidents and combat strength. As a result, it shows that the arts activities play a positive role in enhancing soldiers’ life in the army and their relationship with others. For example, they promote participating soldiers’ self-image and relationship with other soldiers. the participating soldiers recognize importance of arts activities in diminishing military accidents and promoting combat strength more than the other non-participating soldiers do. It also reveals that the arts activities are not related to lessening their individual stress and feelings of alienation.
