지역문화재단의 네트워크체계 구축요인에 관한 연구

Establishing the Network System of the Local Foundation of Arts and Culture

이 연구는 지역문화재단의 지역문화예술교육지원센터를 중심으로 지역문화예술교육 네트워크 체계 구축 요인을 탐색하는데 목적을 두고 있다. 이를 위하여 지역문화예술교육 정책관계자 및 전문가 170명을 대상으로 지역문화예술교육지원센터의 네트워크 구축 실태, 네트워크 구축 효과, 네트워크 활성화 요인에 관한 설문조사를 실시하였다. 그리고 네트워크 활성화 요인이 네트워크 구축 효과에 미치는 영향에 대한 연구 모형을 검증하였다. 분석결과, 현재 지역문화예술교육지원센터는 인력과 예산 등 네트워크 기반이 취약한 것으로 나타났지만, 네트워크 구축에 따른 기대효과는 상당히 높게 나타났다. 인식 공감과 소통 요인, 추진역량 요인, 환경의 지지요인, 참여자 관계 요인은 모두 네트워크 활성화 요인으로 중요하게 평가되었다. 이러한 네트워크 활성화 요인들 중에서 네트워크 구축효과에 영향을 미치는 요인으로는 추진역량 요인과 참여자 관계 요인이 중요하게 제시되었다. 이 연구에서는 지역문화예술교육지원센터의 네트워크 구축 역량을 강화하기 위한 방안으로 추진역량 강화, 신뢰와 참여기반의 참여자 관계형성, 지역문화예술교육 생태계 조성 관점에서의 지역문화예술교육지원센터 역할 재정립 등을 제시하였다.

This article is aimed at exploring the collaborative network system of the Local Center for Arts and Culture Education. This article surveyed the 170 workers and specialists in the field of arts and culture education policy for the purpose of identifying the factors that are crucial within the establishment of arts and culture education network system. These factors include the consensus and communication, organization capacities, support of the environment institutions and relationship with network participants. In addition, the effect of the these factors on the impact of networking is examined. As a result, the two factors such as organization capacities and relationship with network participants are very significant in terms of the impact of networking. This article concludes with a discussion of the implications of the establishment of collaborative network system in the context of local arts and culture education policy and with a recommendation for developing the Local Center for Arts and Culture Education in the future.
