박정희 대통령의 문화정책 인식 연구

Ex-president Park Chung-hee’s Awareness of the Cultural Policy

이 연구는 박정희 대통령의 연설문(1963년 12월부터 1979년 3월까지)에 대한 내용분석을 실시하여 박정희 대통령의 문화정책에 대한 인식을 분석하고, 이러한 인식이 갖는 의미가 무엇인가를 논의하는 데 목적을 두고 있다. 문화정책 인식 분석은 문화 의 개념과 특성, 문화와 경제의 관계, 문화정책의 목적과 수단을 중심으로 이루어졌다. 그리고 문화정책과 박정희 체계의 정치경제적 맥락과의 관계를 파악하였다. 분석결과, 박정희 대통령은 문화를 제2의 경제 관점에서 인식하고 있었으며, ‘조국근대 화’와 ‘경제발전’을 위한 이데올로기로 활용한 측면이 있는 것으로 나타났다. 박정희 대통령은 ‘정신문화’와 ‘민족문화’를 발전시켜 경제적 근대화에 필요한 국민정신을 형성하고자 하였다. 이와 관련하여 ‘선택된 전통문화’, ‘건전한 문화예술과 대중문화’, ‘예술의 대중 및 문화의 생활화’, ‘민족문화의 주체성 확립’ 등이 강조되었다. 문화예술의 심미적, 예술적 가치보다는 정치적 가치가 더 중요하게 고려되었다고 볼 수 있다. 이러한 박정희 대통령의 인식은 제3공화국과 제4공화국의 문화정책에 실제로 반영된 것으로 나타났다. 이 연구는 박정희 체계의 문화정책에 상당한 영향력을 행사한 박정희 대통령의 인식을 분석했다는 점에서 의미가 있다.

This article is aimed at analyzing the ex-president Park Chung-hee’s awareness of the cultural policy. For this reason, the 48 speeches which had been conducted during the 15 years(1964-1979) were examined. The concept of culture, relationship between culture and economy, the objectives and measures of cultural policy were analyzed and discussed. As a result, the terms spiritual culture and national culture took priority over other culture related terms in the field of cultural policy field. In addition, the cultural policy had been perceived as the important tools of economic development. The value of the spirit of self-help, self-dependence, frugality, cooperation and production were stressed in the cultural policy as a way of serving economic development. Therefore culture and the arts conducive to cultivating these values were publicly subsidized.
