한류 확산을 위한 재외 한국문화원 활용 연구

A Study on the Utility of Overseas Korean Cultural Centers to Spread the Korean Wave

본 연구는 최근 불고 있는 한류의 바람을 국가 이미지 제고로 연계하는 재외 한국문화원의 활동 방안을 검토하고자 하였다. 이를 위해 외교관 및 재외 한국문화원 원장·근무자를 대상으로 심층인터뷰와 설문조사를 실시하였으며, 조사 결과를 기반으로 재외 한국문화원의 전략과 향후 활동 방안을 제안하였다. 정성조사 및 정량조사 결과, 현재 한류는 세계 각국에서 한국의 소프트파워를 과시하며 국가의 이미지를 높이는 데 결정적인 역할을 하고 있음을 확인하였다. 한류를 통해 현지인들의 한국에 대한 관심이 확대·심화되고 있었으며, 그에 비례하여 현지 문화원에 대한 수요도 급증하고 있었다. 그러나 문화원의 수용 용량은 현지의 한국문화욕구를 따라가지 못하고 있어, 한류로 인해 한국 국가이미지를 높일 수 있는 좋은 기회를 충분히 활용하지 못하고 있음이 드러났다. 따라서 본 연구에서는 한류의 효과를 국가이미지 제고로 연계하기 위해 문화원의 활동 강화 및 지역별 차별화 전략, 대중문화 프로그램을 공급하기 위한 전문기관 설립, 한국어 교육기능 강화, 관련 정부기관의 협업 체제 구축 등을 제안하였다.

This study aims to examine the method to connect the Korean wave being spread around overseas Korean cultural centers to enhance our national image. To attain it, this study conducted in-depth interviews and surveys to the diplomats and the directors or workers of overseas Korean cultural centers, and based on the research result, it suggests the strategies of overseas Korean culture centers and their future activities. According to the result of the qualitative and quantitative research, this study has found that the Korean wave is presently boasting of Korea’s soft power all around the world and playing decisive roles in enhancing our national image. With the Korean wave, people in the foreign countries have more and more interest in Korea, and correspondingly to it, the demand of culture centers in the countries is increasing drastically. However, the capacity of the culture centers cannot meet the needs of Korean culture in the countries, so they cannot use the good opportunities fully enough to enhance Korea’s national image through the Korean wave. Therefore, this paper intends to connect the effect of the Korean wave with enhancing Korea’s national image by suggesting them to strengthen the activities of the culture centers, build specialized institutions to supply differentiation strategies and popular culture programs by regions, solidify their functions of Korean education, and also establish the cooperative system among related government agencies.
