Improving Local Educational Autonomy

지방교육자치제도의 선진화 방안을 모색하기 위해 지방교육자치제도의 의미와 기능, 기능을 기준으로 하는 현행 교육자치제도의 실태와 문제, 선진화 과제를 살펴보았다. 지방교육자치는 지역주민의 요구를 수렴하여 지역에 맞는 교육을 실시하는 제도이다. 지역에 따라 다양한 교육을 실시하기 위해 시행되는 지방교육자치는 광역단위의 자치이고, 주민이 참여할 수 있는 정도는 선거와 소환제, 참여 예산제 정도에 그치고 있다. 일반행정과 분리되어서 조직이 운영되고 있으며, 전문성을 향상시키기 위해 노력하고 있다. 이런 노력에도 불구하고 2014년 지방선거부터 교육감과 교육위원 선거에 전문성을 고려하지 않고 있다. 지방교육자치를 선진화하기 위해서는 2014년 6월 30일에 종료되는 일몰제 법안을 폐지하여 교육자치가 본래의 기능을 실현할 수 있도록 해야 한다.

This study aimed at making developed alternatives od local education autonomy. To find new ideas the meaning, function, and current situation of local educational autonomy are reviewed. Local educational autonomy is a educational system for local people. They have tried to find their educational problems and to solve the problems by themselves. As the current local educational autonomy is too broad the people who live in the local area it is difficult for them to suggest their problems and ideas for education. The next system which will be chosen in 2014 election have not considered the superintendent’s and house member’s professionality. To be the developed local autonomy system the sun-set code of 2014 local educational autonomy should be abolished.
