유네스코 세계성인교육회의의 성인교육 이념 지향 연구

An Study of Adult Education Ideology through UNESCO CONFINTEA

본 연구는 UNESCO 세계성인교육회의를 통한 성인교육 이념의 지향을 고찰하고자 한다. 이를 위해 우선 UNESCO 세계성인교육회의 시대적 전개 과정을 살펴보고 그 특징과 주요 논의 사항을 분석하였다. 이어서 세계성인교육회의 최종보고서의 아젠다에 나타난 주요 논의가 무엇인지 탐색하였다. 세계성인교육회의의 전개 과정은 다음과 같다. 첫째, 1949년 1차 Elsinore회의와 1960년 2차 Montreal회의는 성인교육에 대한 국제적 논의의 시발점이 되었다. 둘째, 3차 Tokyo 회의에서는 평생교육의 이념이 UNESCO에서 공식적 으로 채택하였다. 셋째, 4차 Paris회의와 5차 Hamburg회의를 통해 학습권으로서 평생교 육이 공표되고 이를 보장하기 위한 다양한 논의가 전개되었다. 마지막으로 6차 Belém 회의는 앞선 회의에서 주장된 다양한 논의에 대한 실천성 확보와 이를 위한 다양한 과제에 대해 논의되었다. 세계성인교육회를 통해 채택 된 보고서의 아젠다 분석을 통한 성인교육 이념은 다음과 같다. 첫째, 천부적 권리로서 학습권 보장, 둘째, 학습권이 실현되는 장으로서 시대에 대한 성인교육의 책임 인식, 셋째, 협력과 연대로 실천하는 세계성인교육이다. 이러한 핵심 개념을 통해 세계성인교육회의가 가지는 성인교육 이념의 중핵은 학습권 보장과 실현을 위한 과제 실천임이 밝혀졌다.

UNESCO has taken an important part in conceptualizing lifelong education throughout the world. In particular, the UNESCO-organized CONFINTEA(International Conference on Adult Education) has had a role in setting ideology and strategically propagating adult education. This study aims to find the formation process of CONFINTEA s adult education ideology by analyzing its conferences and its agenda. The result of this study is the following: First, the 1949 Elsinore and 1960 Montreal conferences were the starting points for the international discussion on adult education. Second, inspired by Lengrand s An Introduction to Lifelong Education, the concept of lifelong education was formally adopted. Third, in the fourth Paris and the fifth Hamburg conferences, lifelong education was formally recognized as the right to learn. Finally, in the six Belém round, there were discussions on previous conferences regarding various practical problems and a variety of ways to secure the right to learn. Through analyzing the agenda of those conference reports, this study finds CONFINTEA s core concept and ideology of adult education: that there is a guaranteed right to learn, that adult education is a field where the right to learn is realized, and that adult education is the task of humanity. Through six conferences, the ideology of CONFINTEA was changed and developed, starting with the need, then proceeding to the ideological goal, and finally reaching the practical ideology that carries the vision to be realized.
