우리나라 저작권산업의 경제적 중요성 및저작권료 수준에 관한 연구

A Study on the Economic Importance of the Copyright-Based Industries and the Level of Copyright Royalties in Korea

본 연구의 목적은 저작권산업의 경제적 기여도(저작권산업의 부가가치/GDP) 및 산업연관효 과를 산출하여 다른 산업과 비교분석함으로써 우리나라의 경제성장 및 고용확대를 위한 정책적 시사점을 도출하는 데 있다. 또한 우리나라의 저작권료 수준(저작권료/GDP)을 주요국과 비교 분석하고자 하였다. 본 연구의 분석결과를 종합하여 보면 우리나라의 핵심저작권산업의 경제적 기여도가 보건및 사회복지 서비스업, 운수 및 보관업, 정보통신업, 전기･가스 및 수도업보다 더 크게 나타나, 우리나라 경제에서 중요한 위치를 차지하고 있다는 것을 확인하였다. 또한 핵심저작권산업의 생산유발계수는 농림어업, 광업, 전기･가스 및 수도업, 전체 서비스 업보다 높은 수준을 보였으며, 취업유발계수는 제조업, 광업, 전기･가스 및 수도업, 전 산업 평균을 모두 상회하였다. 따라서 우리나라의 경제성장 및 일자리창출을 촉진하기 위해 저작권산 업을 전략산업으로 선정하여 본격적으로 육성해 나갈 필요가 있다. 한편 우리나라의 저작권료 징수액은 지속적으로 증가하는 추세를 보였으나 저작권료의 수준은 주요국에 비해 여전히 낮은 수준에 머물고 있을 뿐만 아니라 세계 평균보다도 낮은 수준을 보였다. 따라서 향후 저작권료의 수준을 결정함에 있어서 주요국의 수준에 근접할 수 있도록 저작권료를 점진적으로 인상할 필요가 있는 것으로 판단된다.

The purpose of this study is to derive policy implications for Korea s economic growth and employment expansion by comparing the economic contribution(value added / GDP) and the input-output effects of the copyright industry with other industries. Also, we tried to analyze the level of royalties (royalty / GDP) of Korea compared with major countries. The results of this study suggest that the economic contribution of Korea s core copyright industry is greater than that of health and social work, information and communication, transportation and storage, electricity･gas & water supply. In addition, the production inducement coefficient of the core copyright industry is higher than that of agriculture･forestry & mining, electricity･gas & water supply, total service industry, and employment inducement coefficient exceeds the manufacturing, mining and quarrying, electricity･gas & water supply. Therefore, in order to promote economic growth and job creation in Korea, it is necessary to select the copyright industry as a strategic industry and foster it in earnest. On the other hand, the collection of royalties in Korea has been steadily increasing, but the level of royalties is still lower than that of major countries and the world average. Therefore, in deciding the level of royalties in the future, it is necessary to gradually raise the royalty fee to reach the level of major countries.
