한국 사회 정착 사례 분석을 통한 탈북청소년 ‘적응’의 의미 재검토

Re-examining ‘adaptation’ as the goal for supporting North Korean migrant youths

본 논문에서는 북한이탈주민이나 탈북청소년 관련 여러 연구들이 이들의 한국 사회나 학교에 대한 적응에 초점을 맞추어 연구해 왔다는 점에 비추어 한국교육개발원에서 2011 년부터 5년 간 진행했던 1주기 탈북청소년 교육 종단연구의 면담 조사에 참여했던 3명의 사례 분석을 통해 탈북청소년의 한국 사회 및 학교에의 ‘적응’이 갖는 의미를 검토해 보았 다. 3명의 사례는 5년 내내 해마다 이루어진 면담에 참여했던 사례이며, 이 중 2개 사례에 대해서는 본 연구를 위해 추가 면담을 실시하였다. 5-6년 간 수집된 이들에 대한 자료 분석 결과는 다음과 같다. 첫째, ‘적응’ 양상은 시간이 지남에 따라 유동적으로 변화하고 특정 시점에서도 판단 주체에 따라 적응 수준이 다르게 평가될 수 있으며 판단 주체가 어떤 기준을 가지고 있느냐에 따라 적응, 부적응의 판정 여부가 달라질 수 있다. 둘째, 이에 ‘적 응’ 개념은 탈북청소년 지원의 목표가 되기는 어려운 개념이며 이는, 특정 환경 속에서 탈북청소년이 갖게 되는 여러 종류의 사회적 관계의 특성을 드러내는 ‘과정’적 개념으로 활용될 필요가 있다. 셋째, ‘교육적 성장’ 개념이 3명의 사례가 보여주는 변화를 보다 적극적 으로 드러낼 수 있는 개념으로 이것이 탈북청소년 지원의 목표가 될 필요가 있다. 넷째, 탈북청소년 지원의 초점은 개별 탈북청소년에 대해서 뿐만 아니라 사회통합을 향한 사회 일반의 변화를 포함해야 한다.

This study examined the meaning of ‘adaptation’ as a goal of the support for North Korean migrant youths through the analysis of the settling processes in South Korean society of three subjects who had participated in the first-cycle North Korean migrant youth’s education longitudinal study for five years. The additional interviews for this research have been proceed with 5people(2students, 2parents, 1teacher) related to two cases. The results of the analyses are as follows. First, the conditions of ‘adaptation” change very fluidly as time passes and the level of adaptation can be evaluated differently at a certain aspect according to the judging subject. Therefore the concept of ‘adaptation’ is not appropriate for the goal of supporting North Korean migrant youths. Second, The concept of ‘adaptation’ can be used for representing the characteristics of the settlement processes of the North Korean immigrant. Third, the concept of ‘educational growth’ is more appropriate to reveal the core changes of three cases than ‘adaptation.’ Forth, the goal of North Korean migrant youths should not only be focused on changing them but be expanded into changing the Korean society for social cohesion.
