다양한 변화를 권위주의 체제에서 민주주의 체제로 전환하는 북한의 교육 통합을 하기 위해서는 실질적으로 남북이 대치한 정서를 융합하는 상황으로 변화하기 위한 노력이 전반적 으로 이루어져야 할 것이다. 남북한에 대해 긍정적인 인식을 할 수 없었던 대치 국면을 극복하고 새로운 통합의 안정 기조를 만들기 위해서는 교육적인 배려와 학습 능력을 강화하는 조건을 만들어 주어야 할 것이다. 남북한 교육통합 시 제기될 쟁점 중의 하나인 국가와 지방 그리고 민간단체의 역할에 대한 국가적인 장기적 계획이 필요하다고 본다. 즉 교육 관련 각종 위원회를 구성하는 데 정부가 협조하여야 하고 실제적으로 정부의 요구가 우선되기 보다는 각 지역, 각 단체의 전문가 집단들의 입장이 우선시되는 대원칙을 통일 이후 담당하는 당대의 정부가 교육 관련 제 단체에 천명하고 실천해야 한다.

I think that there is a need for a national long - term plan for the role of national, local, and private organizations. The one of the issues is raised in the integration of education between North and South Korea. In other words, the government should cooperate with each other to form various committees for education, and rather than the government s demands, priority is given to the positions of experts in each region and each group.
