문화정책의 관점에서 문화외교의 논쟁적 요소들에 대한 고찰

Cultural Diplomacy from a Cultural Policy Perspective - Some Contestable Issues

문화외교는 그것이 담아내야 하는 다양한 정책적 입장에도 불구하고 단지 문화적 내용물을 매개로 외교활동을 펼치는 것으로만 인식되어 왔다. 나이(Nye)가 소프트 파워 이론에 힘입어 문화외교를 외교적 목적(상대국가의 설득하여 동의를 이끌어내는 것)을 문화적 활동을 통하여 관철시키는 것으로 정의하는 것에서 볼 수 있듯이 문화외교는 본질적으로 외교정책의 지향성을 갖는 것으로서 이해할 수 있다. 그러나 문화외교는 대내적으로 생성된 문화적 자원을 대외적 관계에서 활용하는 양면적 활동으로서 한 국가의 문화정책과 관계를 맺지 않을 수 없다. 문화외교의 내용이 궁극적으로는 문화예술교류활동으로 점철되는 것도 이러한 관련성을 분석하지 않을 수 없게 한다. 지금까지의 문화외교에 대한 연구가 문화외교의 효과성이나 성과를 가늠하는 주제에 치우쳤다면 본 연구는 문화정책의 관점에서 문화외교가 어떤 정의규정으로 성립될 수 있는지, 수행구조의 특성은 무엇인지, 이러한 구조가 발생시키는 중요한 논점들은 무엇인가를 탐색하는 데 있다. 이를 통하여 한국적 맥락에서 문화외교의 기여와 한계를 가름하여 미래의 구조개편에 유용한 준거가 되고자 한다.

Cultural diplomacy has become an widespread phenomena, especially in east Asia countries in Korea and Japan past 1990s. Different from established and somewhat formalized definition in European countries, cultural diplomacy faces definitional confusion with similar words such as international cultural exchange, cultural public relations, cultural cooperation. This paper aims to find out definitional uses on the term ‘cultural diplomacy’ by looking at precedent studies, historical background of development, and referred meaning from actual implementation structure. This analysis leads to a conclusion that cultural diplomacy cannot stand alone as an independent field but needs to be related with the cultural policy structure of a specific country. It also argues that recent phenomena of cultural industry being used as an important theme of diplomacy.
