The purpose of this study is to develop the performance evaluation model for museum as an institution. The study seeks to find a conceptual framework for the evaluation. The policy evaluation theories developed by Bingham and Felbinger, and Nachmias are analyzed for museum evaluation. The museum theory studied by Hein and Shettle are introduced to understand exhibition as a medium for learning experience. The research method is to use delphi method for agreement on final outcome. The results include three categories for the evaluation. The categories are planning and performance, exhibition, and education and research. Under the categories, 17 sub-categories, and 35 questions are resulted.
