2004년 이후 한국의 전력산업구조개편 평가와 대안: 에너지 쿼트로레마의 시각에서

A Critical Assessment and Alternatives of Electric Industry Reconstruction in Korea since 2004: The Perspective of Energy Quatro-Lemma

본 논문은 2004년 중단된 전력산업구조개편 정책이 초래한 배전분할 중단 이후의 과도기적 문제점을 살펴보고 그 문제점을 해결하기 위한 대안을 모색하는 방법 론을 제시한다. 기존의 연구들은 전력산업구조개편을 판단하는 기준으로 효율성과 공공성 등 몇 가지 기준으로 평가하고 있는바, 본 논문은 1) 공급안정성, 2) 사회공공성, 3) 환경성, 지속가능성, 4)경제성, 효율성이라는 상호 충돌하는 가치 기준을 종합적으로 고려한 Qutro-lemma의 관점에서 접근한다. 따라서 본 논문에 서는 선행 연구를 분석하여 5가지 대안을 도출한 후, 이 대안들에 대하여 다중 가치적 관점에서 대안평가의 구체적 모델을 제시하고 있다. Delphi(델파이) 방식의 설문조사를 통한 숙의민주주의 절차를 거쳐 배전분할중단 이후 한국의 전력산업의 대안에 관한 사회적 합의모델을 만들어 낼 수 있다는 것이 본 연구의 시사점이다.

This paper presents a methodology searching alternative school to the transitional problems occurred in electricity industry reconstruction since Korean government s decision of suspension of distribution sector division in 2004. Previous studies have analysed the agenda only either in the perspective of effectiveness or publicness values, but it is difficult to deliver a conclusive outcome because this point of view only concentrates in economic aspects of the industry restructuring. Therefore, we argue we should include more values such as (1)supply stability (2)social publicness (3)ecological or sustainable development (4)economic growth or efficiency, which compromise our contracting values, so-called the quatro-lemma. On the other, this paper finds five alternatives from preceding studies and presents a definite model evaluating five alternatives based on the quatro-lemma perspective. This paper finally proposes that a social consultation model, a sort of deliberative democracy procedures, using the Delphi method can be used to find an alternative for Korea s electricity industry since distribution sector unbundling was suspended.
