This research aims to contribute to the activation of Substitute Land Development REITs and Land Provision Compensation by serving as a reference material in future development projects that will use Substitute Land Development REITs through the management plan of its risks and implications. I produced a general importance of Fuzzy-AHP regarding the stages of Substitute Land Development REITs risk factors. The analysis results of the Substitute Land Development REITs risk factors and the management plans are as follows: First of all, the establishment and approval stage of Substitute Land Development REITs appears to be the most important. It is significant for land provision compensation to be connected as an investment in kind to Substitute Land Development REITs. Secondly, sharing of development business goals and direction is necessary for related experts such as PM entrepreneurs and stockholders. Thirdly, the termination of deferred tax after the investment in kind appears as an important risk factor in the stage of Substitute Land Development REITs establishment and approval. Lastly, public service concessionaires need to obey the entire project schedule and provide plans for an early determination of the target land before the creation of substitute land and a determination of the amount of supply.
